Northrop Grumman's Mission Systems (NGMS) sector is looking for a motivated and execution-oriented Manager Programs 3 to support the Restricted Emerging Operation Unit (OU) in the Advanced Mission Capabilities Business Unit (BU) onsite inLinthicum, MD. The selected candidate will be responsible for leading a portfolio of programs reporting to the Director of Emerging Programs. The primary objective will be the delivery of all customer and programmatic commitments to includeschedule, cost, quality and technical requirements. The individual will lead a highly skilled and dedicated cross-functional production team from program startup through execution and completion. Primary responsibilities will be P&L & People Leadership, Operations, Global Supply Chain, Engineering, and Financial Management.

What You'll Get To Do:

  • Develop customer relationships and cultivate customer intimacy to develop further opportunities within the customer community.

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives

  • Provide profit and loss leadership across each program managed in the portfolio

  • Directing all phases of the program from inception (proposal development) through completion (contract closeout).

  • Delivering presentations to customers, executive management and other program stakeholders

  • Develop new business opportunities through long term strategic planning, capture planning and proposal development.

  • Creation, review and finalization of the program Statement of Work

  • Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.

  • Identification, distribution, tracking, and completion of program requirements

  • Development and adherence to Integrated Master Schedules (IMS).

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM)

  • Conducting thorough Risk & Opportunity management practices including identification, mitigation and realization

  • Managing suppliers to meet program objectives

  • Leverage interpersonal skills to manage daily team battle rhythm and recurring joint meetings (to include status, awareness and escalations)

  • Participating in the negotiation of contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

  • Identifying, allocating and managing program resources, including workforce planning

  • Adherence to all internal processes, policies, and applicable industry standards

  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities

  • Strengthening communications with stakeholders and cultivate a culture of transparency

Basic Qualifications:

  • Bachelor's degree in a STEM discipline and 8 years of relevant experience, OR Masters degree a in a STEM discipline and 6 years of relevant experience supporting U.S. Government or DoD contracts in a project or program management capacity.

  • Demonstrated experience leading production or development programs with responsibility for cost, schedule, and technical performance using program management tools such as Earned Value Management System (EVMS), Integrated Master Schedule (IMS), Risk and Opportunity Management tools, and/or Scope Board or similar business processes.

  • Demonstrated experience leading cross-functional teams responsible for program execution, product deliveries, or system development, including coordination across engineering, manufacturing, finance, and program controls functions.

  • Experience communication program status, risks, and mitigation strategies to internal leadership and/or government customers during formal program reviews.

  • U.S. citizenship is required.

  • A current/active U.S.Government Secret clearance (adjudicated within the last 5 years) required to be considered and the ability to qualify for access to Special Access Programs (SAPs) upon starting.

Preferred Qualifications:

  • Active/current Special Access Programs (SAPs).

  • Demonstrated experience working in a dynamic or rapidly changing program environment including managing schedule, cost, or technical changes while maintaining customer engagement and program execution.

  • Demonstrated experience developing and maintaining relationships with senior stakeholders, including government customers, suppliers, prime contractor, or internal leadership, in support of program execution or contract performance .

  • Experience supporting or leading large scale Engineering and Manufacturing Development (EMD) programs

  • Demonstrated experience with formal government reviews such as PMR, SRR, PDR, or CDR, including preparation of program status, risk, cost or schedule performance.

  • Professional certifications related to project or program management such as PMP, EVM/CAM certifications, etc.

Primary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
