Supervises: ESL Program Coordinator, Workforce Development Instructors, Contract Instructors, and Program Volunteers as Assigned
Position SummaryThe Programs Manager provides leadership, oversight, and strategic direction for the Literacy Council of Frederick County’s adult education programs, including Workforce Development and English Language Services (ESL). The Programs Manager is responsible for ensuring high-quality program delivery, supervising program staff, maintaining compliance with grant and reporting requirements, fostering community and employer partnerships, and supporting program growth and innovation.
The Programs Manager directly manages the Workforce Development Program and provides supervision, coaching, and support to the ESL Program Coordinator to ensure organizational goals and outcomes are achieved.
Essential Duties and ResponsibilitiesProgram Leadership and Management· Provide overall leadership and coordination of Workforce Development and ESL programs.
· Develop annual program goals, objectives, and performance measures in collaboration with the Executive Director.
· Monitor program effectiveness and implement continuous quality improvement strategies.
· Ensure consistency in program delivery, student assessment practices, data collection, and reporting.
· Identify opportunities for program expansion, innovation, and new service offerings.
· Assist with strategic planning and implementation of organizational priorities.
Workforce Development Program Oversight· Directly manage all Workforce Development programming, including Workplace Literacy classes, workforce readiness workshops, certification programs, and employer partnerships.
· Coordinate workplace literacy assessments and customized instructional plans.
· Recruit, train, supervise, and evaluate instructors serving workforce development classes.
· Coordinate class schedules, instructor assignments, and program logistics.
· Work with organizational leadership to establish program fees, contracts, memoranda of understanding, and invoicing processes.
· Monitor employer satisfaction and gather feedback to improve services.
Staff Supervision and Development· Supervise and support the ESL Program Coordinator and Volunteer Coordinators
· Conduct regular supervision meetings, performance evaluations, and professional development planning.
· Foster collaboration across programs and encourage sharing of best practices.
· Provide guidance on student recruitment, retention, assessment, curriculum development, and volunteer engagement.
· Assist staff in resolving program challenges and addressing participant needs.
· Lead academic professional development planning and execution to support volunteer instructional staff development.
Data Management and Compliance· Ensure timely and accurate collection of program data, attendance records, assessments, and outcomes.
· Monitor compliance with grant requirements, contracts, and organizational policies.
· Prepare reports for funders, partners, leadership, and the Board of Directors as needed.
· Utilize LACES and other data systems to maintain program records and evaluate outcomes.
· Analyze program performance metrics and recommend improvements.
Budget and Resource Management· Assist in developing and monitoring program budgets.
· Coordinate the purchase of instructional materials, assessments, technology, and student resources.
· Monitor program expenditures and recommend cost-effective solutions.
· Support grant proposal development by providing program narratives, outcomes data, and budget information.
Additional Responsibilities· Maintain knowledge of best practices in adult education, workforce development, ESL instruction, and nonprofit program management.
· Participate in staff meetings, professional development, and organizational events.
· Perform other duties as assigned by the Executive Director.
QualificationsRequired· Bachelor’s degree in Education, Human Services, Nonprofit Management, Workforce Development, Business, Communications, or a related field.
· Minimum of two years of program management or supervisory experience.
· Experience managing multiple projects, programs, or teams.
· Strong organizational, leadership, and problem-solving skills.
· Excellent written, verbal, and interpersonal communication skills.
· Ability to work effectively with diverse populations and stakeholders.
· Proficiency with Microsoft 365 applications and data management systems.
· Valid driver's license and reliable transportation.
Preferred· Experience in adult education, workforce development, ESL, literacy, or nonprofit programming.
· Experience supervising professional staff.
· Experience with grant-funded programs and reporting requirements.
· Experience with LACES or similar educational data management systems.
· Experience developing employer partnerships and community collaborations.
· Bilingual proficiency is a plus; English/Spanish a plus.
