Job description

Savannah River National Laboratory (SRNL) is seeking a strategic and results-driven Infrastructure Services Director to lead a newly established organization supporting the Laboratory's continued mission growth and infrastructure expansion.

This senior-level role will provide leadership, governance, and operational oversight for non-nuclear facilities, off-site and leased facilities, logistical and property management services, and subcontract management services including maintenance and construction subcontracted services. The Director will ensure SRNL's infrastructure and support services are safe, compliant, efficient, effective, and scalable to meet increasing national mission demands. This leadership role will evolve over time and include additional areas of responsibility as the organization continues to mature.

This position reports to the Operations & Facilities Director and serves as a key member of the Operations & Facilities leadership team.

The Operations & Facilities (O&F) Division of SRNL provides a team focused infrastructure upgrades for nuclear and industrial facilities supporting SRNL. O&F Engineering is looking for people who can use their talents and experience to help build state of the art business programs as SRNL continues to use it diverse creative staff to deliver the highest quality programs to its customer.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Facilities Management, Business Administration, or related discipline or equivalent experience.
  • 15+ years of progressive leadership experience in facilities operations, infrastructure services, or institutional support organizations.
  • Demonstrated experience managing complex facility portfolios.
  • Experience leading logistics, property management, or operational service functions or related functions (e.g. maintenance, operations, project management, etc.).
  • Strong knowledge of federal or highly regulated environments.
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required

Preferred Qualifications:

  • Experience within DOE, national laboratories, or other federal research environments.
  • Knowledge of DOE asset management requirements, subcontract management requirements, and property management requirements.
  • Experience overseeing both owned and leased facility portfolios.
  • Proven ability to scale organizations during mission growth.

Strategic Infrastructure Leadership

  • Establish and lead the Infrastructure Services organization to support SRNL's expanding footprint and mission portfolio.
  • Develop fit for purpose programs using a risk based graded approach that encompasses leased facilities, off site facilities, and on-site nuclear and non-nuclear facilities.
  • Develop long-term strategies for facility sustainment, recapitalization, and operational optimization.
  • Align infrastructure services with Laboratory strategic growth initiatives and federal sponsor expectations.
  • Build scalable systems and processes to support increasing programmatic demand.

Facilities Management (Non-Nuclear)

  • Provide full lifecycle management of non-nuclear laboratory, office, research, and support facilities to include working closely with campus planning, space planning, and overall infrastructure strategy to support SRNL's growing mission.
  • Oversee maintenance, repair, utilities coordination, facility condition assessments, and space management activities for respective areas of responsibility.
  • Ensure compliance with applicable DOE requirements, building codes, environmental regulations, and safety standards.
  • Integrate sustainability, resilience, and lifecycle cost management principles into facility operations.

Off-Site & Leased Facilities Oversight

  • Manage SRNL's portfolio of leased and off-site facilities.
  • Oversee lease negotiations, landlord coordination, occupancy planning, and facility modifications.
  • Ensure leased facilities meet operational, safety, and security requirements.
  • Support expansion planning and geographic growth strategies.

Logistics & Property Management Services

  • Oversee property management operations including accountable property systems, asset tracking, and lifecycle control.
  • Oversee shipping and receiving operations, warehouse functions, material handling, and inventory management.
  • Ensure compliance with federal, State, and local regulations and DOE requirements.
  • Optimize supply chain and material movement processes to support research and infrastructure operations.

Subcontract Management Services

  • Provide functional oversight of subcontract management support for infrastructure and service contracts to include maintenance and construction services.
  • Ensure subcontractor performance, safety, cost control, and schedule adherence.
  • Partner with procurement, project management, and other functional organizations (safety, quality, safeguards and security) to support complex service contracts.
  • Establish performance metrics and governance processes for subcontracted services.
  • Ensure safe work execution, construction quality, and compliance with applicable regulations.
  • Support commercial design-build execution and institutional construction standards.

Organizational Development & Governance

  • Build and lead a multidisciplinary team across facilities operations, logistics, construction, and property management.
  • Develop workforce capability, succession planning, and leadership bench strength.
  • Establish KPIs, performance dashboards, and continuous improvement programs.
  • Promote a strong safety culture and operational excellence mindset.
