JOB TITLE:
Manager, Programming & Operations
JOB PURPOSE:
Advance Wyoming Public Media's public service mission through the management of programming operations, broadcast continuity, and production systems across four radio networks and associated digital services. Ensure the accurate scheduling, integration, production, and delivery of local and national content while maintaining compliance with FCC regulations and organizational standards. Collaborate with senior leadership and cross-functional teams to support audience engagement, revenue generation, brand consistency, and the reliable operation of WPM's statewide broadcast and digital platforms.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manage program scheduling, content placement, broadcast continuity, and operational workflows across Wyoming Public Media's radio networks and digital platforms to ensure accurate, reliable delivery of programming.
  • Develop and maintain program logs and content schedules, ensuring accurate placement of programming, promotions, underwriting, station identifications, emergency alerts, and other required broadcast elements.
  • Coordinate with Programming, News, Engineering, Digital, Development, and Underwriting teams, as well as national content providers, to ensure seamless content distribution, schedule execution, and fulfillment of programming and sponsorship commitments.
  • Ensure compliance with FCC regulations, underwriting guidelines, contractual obligations, emergency alert requirements, and organizational policies; maintain records and documentation required for reporting, audits, and regulatory review.
  • Manage schedule changes, special programming, breaking news coverage, live events, and emergency broadcasts; troubleshoot operational and automation issues and coordinate resolutions with appropriate staff.
  • Produce, schedule, and deliver interstitial content, promotional announcements, live-hosting segments, local programming, podcast content, and other audio elements that support audience engagement, organizational priorities, and revenue goals.
  • Support on-air fundraising campaigns through production, scheduling, board operation, and live or recorded announcements as needed.
  • Serve as board announcer and provide operational support for special programming, election coverage, breaking news events, and other live broadcasts.
  • Collaborate with leadership to strengthen Wyoming Public Media's on-air brand, audience engagement efforts, and programming strategies through compelling content and consistent presentation across platforms.
  • Monitor audience performance metrics and provide operational leadership during the absence of the Program Director to ensure continuity of programming services.

MINIMUM QUALIFICATIONS:
Education: Bachelor's degree in a related field, or an equivalent combination of education and progressively responsible experience demonstrating the required knowledge, skills, and abilities.
Experience: 3 years of work-related experience
Required licensure, certification, registration or other requirements: Valid driver's license with a motor vehicle record (MVR) compliant with the Driving for University Business SAP.
DESIRED KNOWLEDGE, SKILLS, AND QUALIFICATIONS:
  • Demonstrated knowledge of public radio operations, programming, broadcast continuity, and content distribution principles.
  • Hands-on experience with radio production, audio content development, and on-air presentation techniques.
  • Demonstrated ability to identify and troubleshoot network, broadcast, and content delivery issues both on-site and remotely.
  • Demonstrated experience in project management, records management, workflow coordination, and training on-air and operations personnel.
  • Experience utilizing audience analytics, ratings data, and other broadcast audience measurement and reporting tools.
  • Positive, can-do attitude with the ability to follow direction, exercise sound judgment, and effectively communicate instructions and expectations to staff.
