The Maine Office of Information Technology (OIT) is seeking a Senior Programmer Analyst to support the Maine Department of Transportation (MaineDOT) Database and Data Warehousing Team. This positionis responsible forthe analysis, design, development, configuration, implementation, and maintenance of enterprise databases and data analytics systems, includingMaineDOT'sData Marts and centralized Data Warehouse.

WHAT WILL YOU DO?

  • AsSeniorProgrammerAnalystwithinthe Database and Data Warehousing Team, you willbe expected to serve as a senior Technical Lead on complex data-intensiveprojects.This might often include designing, testing, implementing, deploying, and supporting Extract, Transform, and Load operations.At times it will involve designing and implementing new subject areas within our Enterprise Data Warehouse and/or relatedDataMarts.It will also includea great varietyof other data-related assignments in support of both our analytical and transactional databases.
  • Assignments related to database design,implementation, and supportwill be common.This will include both Online Transactional Processing systems (OLTP) as well as Online Analytical Processing systems (OLAP).
  • Senior Programmer Analysts are expected to be able to mentor and train less experienced developers in complex technical concepts when the needarises andare expected to begood studentswhen new processes and/or technologies are introduced to the team.
  • Our existing systems and processes also include a fair amount of operational and maintenance needs, and that will be part of the ongoing responsibilities as well.
  • Assignmentsoftenrequirefrequent interaction with both technical partners, as well as business stakeholders.Related requirements gathering, analysis, and documentationassignments are common and should beexpected.Employees in this classification are competent to work at the highest technical level under limited supervision.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge ofdata systemdesign techniques

  • Knowledge ofSystemsDevelopmentLife Cycle(SDLC)and documentation standards.

  • Knowledge of structured systems methodologies

  • Knowledge ofhigher-levelprogramming languages and enterprise class application development tools

MINIMUMQUALIFICATIONS:

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent. A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

Preference will be given to candidates with the following skills orexperience:

  • Firm understanding of Data Warehousing fundamentals

  • ETL/ELT design, implementation,and support experience

  • Practical database design experience

  • Experience with Dimensional Modeling and Star Schema design

  • Experience working with Oracle databases and/or Data Analytics offerings

  • Ability to gather requirements directly from stakeholders and subject matter experts

  • Significant experiencewith PL/SQL

  • Python experience

  • JIRA experience

  • GitHub experience

  • Effective communicator and logical/structured thinker

  • Demonstratable experience of being a true technical leader as well as an individual contributor
