Engineering Manager

Reports To: Project Manager

Summary
The Engineering Manager is responsible for all engineering and design activities on the engagement and assists the Project Manager.
The Engineering Manager is primarily responsible for

โ€ข scope definition

โ€ข engineering planning and the sequencing of engineering activitiesโ€ข engineering resource planning, onboarding and demobilisations
โ€ข technical leadership, integration of disciplines, and resolution of issues
โ€ข engineering quality
โ€ข Safety in Design
โ€ข ensuring all engineering deliverables are delivered in accordance with the engineering processes and procedures
โ€ข engineering design tools
โ€ข delivery of all technical deliverables to achieve the project objectives within the specified timeframe and budget.

The Engineering Manager reports to the Project Manager and provides direction to Area Engineers and Discipline Leads and Discipline Engineers on engineering related matters.

Key Responsibilities
The Engineering Manager has the following key responsibilities in engagement planning, setup and execution:

Planning
Planning is part of the engagement control baseline and documented in the client agreement. The Engineering Manager needs to ensure with Project Management, that the following planning baseline information is in place and reflected in the Proposal, Engagement Work Plan or Engineering Execution Plan:
โ€ข Scope of engineering services defined as part of the engagement work plan or engineering execution plan

โ€ข Scope of facilities
โ€ข Roles Assignment (RACI) matrix for engineering scope of services
โ€ข Engagement work package (EWP) register with budget, schedule and scope that aligns with scope of engineering services and scope of facilitiesโ€ข Deliverables list and association of deliverables with EWPsโ€ข Engineering schedule and resource plan at EWP level, aligned with overall project master schedule. Each EWP must be assigned with plan start and end dates, andsequenced with critical multi-disciplinary, vendor and client input dependencies
โ€ข Engineering resource plan at EWP level, aligned with schedule and overall project budget
โ€ข Defined Global Delivery Work Plan (e.g. what disciplines are done where, is it fully integrated teams working across all areas of the plant or are vertical packages being handed over to different execution offices, etc.)
โ€ข Engineering training plan with budget
โ€ข Client requirements which can include asset tagging, design, specifications, approval process, handover, CAD and coordinate system requirements when applicable
โ€ข Multi-disciplinary engineering workflows and methodologies documented in the engagement workplan or engineering execution plan
โ€ข Vendor package register requiring engineering input, defined including vendor scope of works, technical adjudication, technical quality assessment, factory acceptance, etc.
โ€ข Integrated engineering systems plan (feeding into engagement Digital Delivery Plan)
โ€ข Engagement procedures manual.

The Engineering Manager needs to ensure the following setup processes are in place and completed in required timeframe:
โ€ข Work Break Structure (WBS) with EWPs
โ€ข Mobilization and onboarding of engineering resourcesโ€ข Design tools as identified in engineering plan (including 3D clash detection), in coordination with the IM/PAT teamโ€ข Baselining of the engineering schedule
โ€ข Release of engineering EWPs and Timesheet Charge Codes for the first period of the engagement
โ€ข Facilitation of establishment and/or updating of design criteria and standards, also ensuring consistent use of codes and standards, regulatory requirements, units of measure, etc. by all disciplines

The Engineering Manager needs to communicate the baseline information to the engineering team and relevant stakeholders including the following:
โ€ข To the regional engineering leads, engineering resource requirements and schedule
โ€ข EWP breakdown including budgets, schedule and deliverablesโ€ข To the engagement discipline leads and engineering team:- Engagement workplan or engineering execution plan- Engagement procedures manual
- Statement that all deliverables are required to be formally checked and recorded.

Execution
The Engineering Manager needs to:
โ€ข Contribute to the development of the Project Execution Plan (PEP) together with the project leadership team (including procurement, project controls, construction, and commissioning), and allocate roles and responsibilities.โ€ข Coordinate the engineering budget for the next phase when required.โ€ข Provide input into the engagement monthly report with respect to design progress, actual cost against budget, earned progress against plan, issues of concern andrecommendations when required to achieve overall objectives.
โ€ข Coordinate with Procurement, Construction, Environmental, Safety and Commissioning personnel early in the design effort to obtain their input and conduct
any necessary reviews.
โ€ข Make contact with client management at key points throughout engagement to ensure that engineering deliverables meet client requirements.
โ€ข Regularly review and appraise the structure of the engineering engagement team in terms of its ability to meet short- and long-term objectives, and institute appropriate changes.
โ€ข Ensure that engineering systems and 3D intelligent design environment is effectively and properly used and the engagement complies to Hatchโ€™s minimum digital
standards as accessed from the engagement specific delivery site.
โ€ข Assume responsibility for the engineering administrative function, directing Area Engineers, Discipline Engineers, Project Engineer, Layout and BIM Coordinators and
other engaged groups with inter-related engineering responsibilities.
โ€ข Direct and review the engineering activities to ensure that work quality is satisfactory and appropriate technical personnel development programs are conducted.
โ€ข Involve specialist technical expertise from within Hatch or externally as necessary.
โ€ข Raise safety awareness and ensure the design for safety principles are applied.
โ€ข If Piping and Instrumentation Diagrams (P&IDโ€™s) are part of the scope of services:
- Assign an appropriate P&ID coordinator.
- Ensure P&ID checklist is signed off by all relevant parties for the specific phase of the engagement.
- Ensure that if the P&ID system is fully intelligent, it is aligned with asset registers like equipment list, line list, valve list and instrument list.
- Ensure HAZOP review is conducted and mitigation items are addressed.
โ€ข Ensure required technical risk and safety assessments are conducted.
โ€ข Arrange and facilitate design reviews and participate as required in engineering, management and construction reviews.
โ€ข Ensure clash detection is applied and clash exceptions are closed out.
โ€ข Ensure technical design calculations are stored in the engagementโ€™s Electronic

Document Management System (EDMS) consistently across all engineering disciplines.
โ€ข Coordinate quality audit verifications to ensure compliance with all relevant engineering standards, minimum digital standards, internal procedures for all design
activities and that corrective actions are being instigated as required.โ€ข Cooperate with the Global Engineering Practice of other regions as directed on matters involving sharing of available expertise and knowledge.โ€ข Lead and promote the change management process.โ€ข Lead the engagement technical review process (governance, quality reviews and audits, gate review).
โ€ข Communicate changes to the baseline information and to the identified stakeholders as defined in Section 2 Planning Phase.
โ€ข Contribute to/participate in Value Improvement Practises activities as required.
โ€ข Develop Progressive Learnings for engineering scope as a feed into overall Progressive Learning.

Qualifications and Experience

Essential
โ€ข BSc/BEng degree in an engineering discipline
โ€ข Registration as a Professional Engineer with the governing authority, in the regions where it appliesโ€ข Typically, 12 yearsโ€™ experience in a multi-disciplinary environmentโ€ข Typically, 3 yearsโ€™ experience in managing design engineering teams working โ€ข An extensive technical knowledge of engineering systems, design, applications of engineering processes and materials, and engineering applications of current
engineering technologies
โ€ข General knowledge of industry, regulatory standards and codes, and design criteria in engineering disciplines
โ€ข Ability to plan, coordinate and organise at an advanced level
โ€ข Comprehensive knowledge of project planning, controls and understanding of multidiscipline interdependencies
โ€ข Knowledge of 3D model/drawing production and document control methodologies
โ€ข Knowledge of earn value management, progress assessment and engineering control strategies
โ€ข Ability to adapt to constant change and accommodate high pressure situations to support the team in meeting project objectives
โ€ข An extensive knowledge of administrative practices and strong communication skills across all levels including client representatives
โ€ข Ability to manage relationships with key stakeholders involved in the project (including internal and external clients)
โ€ข A high degree of understanding of procurement and contracting, construction and commissioning methodologies as related to the discipline
