The Position
The Durham Electrical and Instrumentation Maintenance program is seeking an Instrumentation Technician 2. This position installs, modifies, repairs, calibrates, and maintains electronic, hydraulic, mechanical, and pneumatic instruments and systems used to indicate, record, and provide data to Programmable Logic Controllers and SCADA systems for process control to maximize the efficiency of treatment plants and pumping stations.

Essential Functions
(This section outlines the essential functions assigned to the position. The essential functions listed below are not intended to include all duties that may be assigned to this classification. CWS may modify, add, or remove duties or functions at its discretion.)
  1. Install, maintain, test, troubleshoot, modify, and repair a variety of instrumentation and control equipment including sensors, transmitters, monitors, recorders, detectors, flowmeters, controllers, and other equipment common to large and complex wastewater treatment facilities and pumping stations. Based on assessment of cost effectiveness, recommend repair vs. replacement, in-house vs. out-sourced repair.
  2. Actively participates in the implementation of new construction projects, including design reviews, submittal reviews, inspection, commissioning, documentation, training, and warranty.
  3. Program, troubleshoot, and maintain programmable logic controllers and microprocessor-based equipment.
  4. Install instrumentation from engineering and electrical drawings; prepare schematics and reports to reflect changes or alteration made in equipment, circuits and systems.
  5. Lead the work of other personnel assigned to large and/or complex electrical/electronic projects; check work for compliance with electrical codes and District standards; provide feedback to supervisor as necessary.
  6. Create purchase requisition for materials, parts, tools, and equipment needed to perform work assignments; maintain operating logs; record required information.

Qualifications
KNOWLEDGE OF:
  • Methods, materials, tools, and testing equipment of the instrument technician trade
  • Electronic, hydraulic, pneumatic, and mechanical theory and practices for installation, maintenance, troubleshooting and repair of process control instrumentation
  • The National Electric Code (NEC) and State and local electrical codes
  • Pertinent safety practices and procedures
  • Requisition and purchasing procedures and practices

SKILL IN:
  • Diagnosing and determining the best method to install, repair and calibrate process control instrumentation
  • Operation of a wide variety of calibration and testing equipment for electronic, electrical, pneumatic, and hydraulic equipment
  • Programming, installing, and troubleshooting programmable logic controllers (PLCs)
  • Estimating and scheduling work
  • Maintaining accurate and complete maintenance records
  • Use of computers and computer software for scheduling work, and for office applications
  • Training, scheduling, and evaluating the work of other instrument technicians

ABILITY TO:
  • Read and interpret blueprints, diagrams, specifications, and manuals
  • Plan testing procedures
  • Determine the proper kind and type of parts and equipment needed for instrumentation installation and repair
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing

EDUCATION, EXPERIENCE, CERTIFICATIONS, AND/OR LICENSES
The following are the minimum qualifications for this position.
2 years of responsible experience in installing, modifying, repairing, and servicing electronic, pneumatic, mechanical, and hydraulic instruments;
Training in instrument technology, electronics technology, or related fields.
Must possess and maintain a valid state issued driver's license at time of appointment.
Must possess a State of Oregon LEB (Limited Energy) License or Oregon Limited Journeyman Manufacturing Plant Electrician License at time of application.
