Position Summary

The Program Director is responsible for ensuring the effective delivery of educational services at the Johnstown Day School. This involves the operation of a Private Academic Licensed School. The Program Director is responsible for the supervision of service delivery, staff adherence to internal policy as well as external regulation and licensing requirements, sound fiscal operation, and communication and liaison with local community groups, schools, service agencies, and local state offices and courts of the county and state.

Essential Responsibilities

  1. Clinical and Support
    1. Develop and manage systems for the efficient utilization of workforce by establishing staffing patterns, job designs, work schedules, and performance and productivity standards in keeping with PR values and standards.
    2. Develop and implement effective strategies for recruitment, screening, selection and hiring of a diverse, qualified workforce.
    3. Develop and implement effective staff development strategies including targeted training, supervision, succession planning and professional development programs aimed at enhancing staff competence, satisfaction and retention.
    4. Maintain effective performance management and evaluation system to ensure accountability.
    5. Administer an appropriate and equitable compensation program consistent with agency practices and standards.
    6. Develop and implement effective strategies aimed at program diversification and expansion.
    7. Maintain innovative practices based on research and what works for kids and families.
    8. Maintain program model integrity and fidelity to PR values and standards.
    9. Implement a service delivery system that represents state-of-the-art, best practice guidelines.
    10. Manage information systems that generate process and outcomes data that lead to information for informed decision making.
    11. Conduct effective advocacy efforts on behalf of program and agency interest.
  2. Quality Improvement
    1. Participate in continuous quality improvement activities.
  3. Communication
    1. Effectively communicates program needs, wants, goals, and results to all who can benefit from the information and assist with furthering the program’s mission and goals.
    2. Effectively conduct crisis communication as needed.
  4. Documentation
    1. Assure proper compliance with record keeping and fiscal policies and regulation.
  5. Leadership
    1. Maintain collaborative working relationships with referral and funding sources and other providers and agencies as appropriate.
  6. Supervision
    1. Receive supervision.
      1. Receive supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
    2. Provides supervision.
      1. Supervise staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests. Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.
  7. Finance/Budget
    1. Develop, implement and live within the program budget.
    2. Oversee the development of educational costs and revenues, (per diems, etc.).
    3. Review and approve travel and receipt requests.
    4. Establish capital budget request.
    5. Maintain awareness of current and potential funding streams and relationships with funding entities.
  8. Professional Development
    1. Maintain professional affiliations and connectedness to others in the field through conferences, workshops, and associations.
  9. Risk Management and Safety
    1. Create and maintain systems for the documentation of all educational activities and uphold the confidentiality of all program records and files.
    2. Ensure that all program activities and staff practices follow the regulation and in keeping with Department of Education, DPW and PR policy, procedure, values, and standards of professional and ethical conduct.
    3. Develop and oversee a safety program that addresses the safety and well-being of staff and consumers in all activities and environments in which we work.

Qualifications 

  1. Education/Credentials/Licensure:
    1. Requires a master’s degree in education.
    2. Requires a special education and supervisory certification through Pennsylvania Department of Education.
    3. Requires a valid state driver’s license, safe driving record, and current auto insurance.
  2. Experience:
    1. Requires five (5) years of experience working with children with severe emotional and behavioral issues.
    2. Requires working knowledge of the regulations and guidelines of Pennsylvania Department of Education, DPW, OMHSA as related to Approved Private School and Partial Hospital regulations.
    3. Requires knowledge of utilizing strength-based approaches to interventions with seriously troubled youth and their families.
  3. Clearances Required by Applicable Regulations:  
    1. State Police 
    2. FBI 
    3. Child Abuse Clearances 
    4. Mandated Reporter-Recognizing and Reporting Child Abuse training certificate and/or statement

Working Conditions 

  1. Physical Demands:
    1. This position requires operating a keypad device 50% of the day and electronic/office equipment 50% of the day. Travel is required approximately 5 times per month and works in weather conditions about 25% of the day. Travel includes transporting students to and from school, school-based appointments, and/or field trips. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower torso is used 25% of the day and upper torso is used 75%. Employee must meet minimum requirements for hearing, speech, and vision. Walking is required 50% of the day. Standing occurs 50% of the day. Sitting happens 50% of the day. Reaching above the shoulder as well as bending and twisting are performed 25% of the day. This function routinely lifts 10 pounds, 4 times per day. The maximum lift is under 50 pounds, 1 time per day. The position requires the ability to implement physical interventions and meet the physical demands of TCI. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
  2. Mental Demands:
    1. Frequently perform multiple tasks, make quick decisions, concentrate, handle distractions that interfere, and a diversity of problems.
