Job Description:

JSL is seeking an experienced Program Manager responsible for overseeing contractor operations supporting the Pacific Missile Range Facility (PMRF) on Kauai, Hawaii—the Navy's premier test and evaluation range in the Pacific. PMRF serves as a designated test site for high‑priority national defense programs including Missile Defense Agency (MDA) missions such as Aegis Ballistic Missile Defense (ABMD) and Aegis Ashore (AA), Standard Missiles testing, hypersonic weapons, directed energy systems, and unmanned aerial systems. The facility supports daily fleet training operations, up to six major test and evaluation missions annually, biennial RIMPAC exercises, and the twice‑annual Submarine Commander's Course.

The Key Personnel leader will manage a team of 15+ employees providing program management, financial management, administrative support, and information management services in this dynamic, high‑tempo operational environment. Responsibilities include coordinating mission planning and documentation through the Universal Documentation System (UDS), supporting range scheduling and fleet customer requirements, ensuring financial stewardship through the PMRF Business Information System (BIS), and maintaining 100% compliance on mission‑critical and cybersecurity activities. The ideal candidate will have at least 10 years of DoD leadership experience, a bachelor's degree, demonstrated problem‑solving and risk management capabilities, and preferably prior leadership experience at a DoD range or Major Range and Test Facility (MRTF). A SECRET clearance eligibility and IT‑II designation are required.

Requirements: Minimum Qualifications:
  • Must be legally authorized to in the United States without the need of employer sponsorship now or at any time in the future
  • Ability to obtain and maintain a U.S. Security Clearance level Secret
  • Four (4) year Bachelor's Degree from an accredited university
  • Minimum of ten (10) years of experience in a DoD (military, civilian, or contractor) leadership role
Required Knowledge, Skills, and Abilities:
  • 1. Communicate effectively with the customer as well as internal employees
  • 2. Successfully lead a team of more than 15 employees in a dynamic/unpredictable environment

Preferred Qualifications:

Security Clearance:

Applicants must have an active security clearance and/or the ability to obtain and maintain a US Government Security Clearance. Selected candidates will be subject to a government security investigation and must meet eligibility requirements to obtain a DoD Government‑granted security clearance. Individuals will be subject to a background investigation to include but not limited to, criminal history, employment and education verification, drug testing, and creditworthiness.
