Bering-Alaka`ina Holdings (BAH) is looking for an Information Technology Manager (IT) to work for our government customer in Kekaha, Hawai'i.

The Information Technology Manager (IT), under the direction of the Program Manager/Deputy Program Manager, is responsible for the overall management of the Information Technology Department as it supports the overall program. The successful candidate will provide technical based, project focused, management of Information Technology staff. This is inclusive of Information Technology systems and equipment, Security Systems Services, Fiber/Copper Cabling, Cyber Security documentation and compliance, Software Development, Network Engineering, Database Administration, Web Services, and Systems Administration.

DESCRIPTION OF RESPONSIBILITIES:

  • Operates within Corporate, DoD, DoN, PMRF, and Departmental IT governance policies, ensuring full compliance with cybersecurity, operational, and administrative directives.
  • Exercise independent judgment to determine and implement contractually appropriate actions that align with mission objectives and IT service delivery requirements.
  • Provides personnel management and leadership for the IT department, including staffing, mentoring, and conducting performance evaluations in accordance with contract and HR policies.
  • Responsible for the day-to-day management of IT operations, ensuring that all systems and networks function smoothly.
  • Supervise the entire IT staff, assign tasks, and monitor performance to maintain operational efficiency.
  • Responsible and ensure appropriate staffing levels, including hiring, promotions, corrective actions, and disciplinary measures consistent with company policies and labor law standards.
  • Ensure Americans with Disabilities Act (ADA), Equal Employment Opportunity Commission (EEOC), Family & Medical Leave Act (FMLA), and workplace safety standards are considered in IT operations and staffing decisions.
  • Serves as the primary interface between the IT department, Government stakeholders, and Senior Program Management Staff, ensuring alignment of IT services with operational priorities.
  • Manages departmental budgeting, including cost accounting, forecasting, and execution of IT expenditures in compliance with contract and financial controls.
  • Develops, maintains, and enforces Standard Operating Procedures (SOPs) and Departmental Internal Procedures (DIPs) to ensure consistent, auditable, and secure IT operations.
  • Prepares and submits period reports to include Contract Data Requirements List (CDRL) items accurately and on schedule.
  • Participates in contract proposals, negotiations, and modifications providing technical input and cost estimates as required.
  • Maintains physical and inventory control of all assigned IT assets, including Government-furnished equipment (GFE), in accordance with DoD accountability standards.
  • Leads the implementation of 5S and continuous improvement practices within the IT Department to enhance efficiency, safety, and organization.
  • Manage cross-functional teams in a resource-constrained environment ensuring mission-critical support across multiple systems and platforms.
  • Oversees and guides successful Risk Management Framework (RMF) and Platform IT (PIT) Certifications & Accreditation (C&A) Package development and submission.
  • Performs additional duties as assigned in support of the PMRF mission and evolving contract requirements.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor Degree from an Accredited University in IT Management, Cyber Security, Computer Science, IT Services, or other related scientific field is required or equivalent work experience.
  • Must possess applicable certifications in accordance with DoD 8570.01-M/DoDM 8140.03

REQUIRED SKILLS AND EXPERIENCE:

  • Eight (8) years' experience managing IT systems and personnel
  • Good communication, including writing, presentation skills, speaking and active listening.
  • Strong problem-solving, critical thinking and decision-making skills
  • Advanced leadership and conflict management skills
  • Must meet DoD 8570 IAM Level III equal to DoD 8140 Advanced.
  • PMP certification is preferred
  • Green Belt Certification is preferred

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen.
  • Secret security clearance is required. (Applicants selected either must currently possess a Secret clearance or will be subject to a Government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment, and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment)
