Position Overview:

The Director of Programs – NOG J is responsible for leading all programs and strategic initiatives across the Jonesborough site, ensuring alignment with organizational goals, regulatory requirements, and long-term business strategy. This role oversees program execution, governance, strategic planning, and cross functional coordination, and manages a team of program and project managers. The Director serves as a primary liaison between site leadership, corporate leadership, subcontractors, and key external stakeholders. This position drives operational excellence, resource optimization, and enterprise level transformation initiatives while ensuring all programs are delivered on time, within scope, and within budget.

Your Day to Day as a Director of Programs:
  • Define, communicate, and execute the vision and strategy for program management at NOG J.
  • Align program objectives with site and enterprise strategic priorities.
  • Serve as chief coordinator of strategic initiatives for the General Manager, Jonesborough.
  • Lead development and monitoring of annual operating objectives, long range plans, and organizational performance metrics.
  • Lead planning, prioritization, and implementation of programs and projects across the organization.
  • Establish and maintain governance frameworks to monitor performance, progress, and outcomes.
  • Manage the strategic initiative portfolio and track execution against commitments.
  • Provide functional oversight for subcontractors supporting program execution.
  • Recruit, mentor, and develop a high performing team of program and project managers.
  • Foster a culture of collaboration, accountability, and continuous improvement.
  • Lead cross functional teams to address critical business challenges and emerging opportunities.
  • Serve as primary point of contact for senior leadership, regulators, customers, and key stakeholders on program related issues.
  • Coordinate executive leadership meetings, business reviews, and strategic planning sessions.
  • Develop executive level presentations, reports, and recommendations for senior leadership, customers, regulators, and boards.
  • Oversee resource allocation and ensure optimal utilization across programs.
  • Identify and address resource constraints and conflicts proactively.
  • Oversee program budgets and ensure financial discipline across initiatives.
  • Identify organizational and programmatic risks and develop mitigation strategies that protect business performance and mission objectives.
  • Establish key performance indicators to measure program and portfolio success.
  • Provide regular reports on program status, challenges, and opportunities.
  • Drive implementation of operational excellence and continuous improvement initiatives across the organization.
  • Continuously assess, improve, and standardize PMO processes, methodologies, and tools.
  • Implement best practices in program, project, and portfolio management.
  • Lead enterprise level operational improvement and transformation initiatives.
Required Qualifications:
  • Bachelor’s degree in Engineering, Business Administration, Operations Management, Technical Management, Project Management, or related field.
  • Minimum 20 years of progressive leadership experience in operations, engineering, program management, manufacturing, strategic planning, or similar areas.
  • Experience working directly with executive leadership in highly regulated, technically complex, or mission critical environments.
  • Proven ability to lead enterprise wide initiatives requiring significant cross functional coordination.
  • Strong business acumen and experience managing strategic priorities, organizational performance, and stakeholder relationships.
  • Strong knowledge of project and program management methodologies such as Agile and Waterfall.
  • Demonstrated ability to deliver large scale programs on time and within budget.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to manage multiple priorities in a fast paced environment.
  • Ability to obtain and maintain a DOE Q Clearance.
  • Must be a U.S. citizen.
Preferred Qualifications:
  • Master’s degree in business, engineering, operations, or related field.
  • Experience supporting a business unit president, COO, general manager, or equivalent senior executive.
  • Experience in nuclear operations, uranium enrichment, DOE programs, national security or defense manufacturing, or other highly regulated industries.
  • PMP, PgMP, Lean Six Sigma Black Belt, or equivalent professional certification.
  • Experience leading enterprise transformation, operational improvement, or large scale strategic initiatives.

Pay: $200,000- $271,000

The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $200,000 and $271,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
