Job Description:

L3Harris is seeking a Spec, Program Manager (PM) who will manage multi-functional teams in the proposal and execution of Advanced Systems Programs. 

This opportunity is for the person who has the unique blend of project management, accounting, accountability and effective team leadership. This unique individual will also be able to effectively communicate comfortably and with confidence to ALL levels of the division. This includes regular presentations and status updates to VPs and higher. Depending on the person hired and their unique skills and experience, new and existing programs targeted for support from this position include the application of leading-edge technologies in support of the warfighter.  This position is also expected to support new business pursuits in our effort to grow new Orders and Sales to meet our current and future year growth objectives.

You will work alongside similarly unique individuals; sharing, learning and collaborating to improve everyone’s experience within your area of influence. You must thrive on being in the mix and fully accountable with an extreme sense of ownership and responsibility to all stakeholders.

Our PMs are responsible for all Program Management tasks, as defined by documented company processes and procedures, including program capture, proposal, negotiation, planning, execution, sustainment/support, and closeout.

Essential Functions:

  • Plan and execute both development and production programs using Earned Value Management System (EVMS) methodology and tools.
  • Lead cross functional teams in the execution of program requirements including engineering, manufacturing, finance, contracts, etc.
  • Identify continuous improvement and cost reduction opportunities.
  • Coordinate with customers to identify opportunities and solutions and provide issue resolution across the program lifecycle, including proposal, production and support.
  • Provide concise reports on management on status, potential issues, risks, and solution recommendations.
  • You will also be asked to lead proposal teams to define and develop competitive, winning proposals within the DoD community and its contractors as needed.
  • Must be able to travel on occasion and as needed.

Required Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.
  • Must have a current and active Secret clearance. Able and willing to attain TS/SCI.
  • Hands-on experience with Earned Value Management System (EVMS) methodology and tools; above average or advanced experience.

Preferred Qualifications:

  • Engineering background preferred
  • Knowledge of UAS data links and SATCOM terminals is desired.
  • Familiarity with military communications systems is desired.
  • Experience with FRACAS, trend analysis, Integrated Logistics Support (ILS) and repair Turn-Around-Time (TAT) metrics is preferred.
  • Military or Intelligence Community Experience preferred.
  • Business/Engineering degree or technical experience.
  • Strong written and oral communication skills.
  • 8+ years Program Management or related experience within a DoD environment.
