The Texas Child Mental Health Care Consortium (TCMHCC) includes the Child Psychiatry Access Network (CPAN), Texas Child Health Access through Telemedicine (TCHATT), Community Psychiatry Workforce Expansion (CPWE), Child and Adolescent Psychiatry Fellowships (CAP), Youth Depression/Suicide Research Network (YDSRN), Childhood Trauma Research Network (CTRN), Pediatric Collaborative Care Model (CoCM), and Other Workforce Expansion (OWE) project. UNT Health subcontracts with JPS Health Network to implement most of the TCMHCC projects.
The Department of Public Health serves a critical mission of UNT Health, contributing to the innovative research portfolio and delivering cutting-edge graduate education. Position Overview
TCOM Texas College of Osteopathic Medicine is looking for an experienced grant and project manager, with proven experience in grant administration, budget management, regulatory and compliance requirements, reporting, and identifying research opportunities. This position is a 1.0 FTE, serving in two capacities at .5 each.
Texas Child Mental Health Care Consortium (TCMHCC) Project Manager, which includes 8-10 projects. UNT Health subcontracts with JPS Health Network to implement most of the TCMHCC projects. The Project Manager works closely with UNT Health's Principal Investigator (PI) and TCMHCC Executive Committee member, JPS Health Network, other contracted partners, and UNT Health clinical partners to ensure that projects are implemented in accordance with state legislation and guidance from TCMHCC statewide leadership.
Public Health Research Portfolio, working with the Associate Dean of Research in Public Health and the Assistant Director for the Office of Research Services. This position is to help manage the CPH's research portfolio. The position partners closely with all stakeholders necessary for smooth research management operations, including the Office of Sponsored Programs, Budget Office, and HR.
Minimum Qualifications
- Bachelor's degree in related field and four (4) years of experience; or any equivalent combination of education, training, and experience.
Knowledge, Skills and Abilities
- Strong oral and written communication skills.
- Thorough knowledge of applicable federal, state, and local laws and regulations relating to area of assignment.
Preferred Qualifications
- 3+ years in grant management and administration with complex, multifaceted projects, including grant regulatory and compliance requirements. Experience in Uniform Guidance. Experience with state of Texas sponsored grants.
- 3+ years experience in budget management, forecasting, and planning.
- 5+ years building collaborative partnerships and working relationships, strong team player.
- 3+ years of general administrative/operations experience and customer service experience and orientation.
Job Duties
- Even Years: Budget review and development (January-March) for TCMHCC's legislative budget request and to determine amounts that the state will obligate for UNT Health for upcoming biennium.
- Odd Years: Budget review (June-September) to finalize budgets for new Participating Institution Agreement (PIA), determine amounts for JPS contract, and develop detailed budgets for UNT Health and JPS as required by the Office of Sponsored Programs.
- Monthly: Monitor expenditures in Grants Workcenter; respond to ad hoc requests related to budget.
- Annually: Develop spreadsheets to track project budgets and expenditures; develop or review invoice templates.
- Ad Hoc: Respond to ad hoc opportunities for additional funding related to TCMHCC. For example, American Rescue Plan Act proposal (August 2021); New and Emerging Mental Health Researchers (2024).
- Ensure timely reporting by the 15th of each month for TCMHCC projects.
- Coordinate with JPS Health Network to develop and submit monthly reports.
- Access financial data in UNT Health's Grants Work Center (accounting system) to run monthly expenditure reports.
- Receive and track monthly invoices from JPS Health Network to monitor actual and projected expenditures.
- Enter and update staffing list and allocations in TCMHCC Salesforce application.
- Plan, facilitate, and/or participate in routine and ad hoc meetings with the TCMHCC Principal Investigator (PI), the UNT Health Office of Sponsored Programs, JPS Health Network, and other internal and external partners.
- Develop and maintain meeting documentation.
- Coordinate with Office of Sponsored Programs on TCMHCC-related contracts, including annual review or amendment of Participating Institution Agreement (PIA) with UT System; annual development of contract or amendment with JPS; coordination of contract amendments as necessary; and development of other contracts as necessary (e.g., Meadows Mental Health Policy Institute). - (Essential)
