Position Description & Qualifications
If you want to work on a cutting-edge Air Force program, Serco has a great opportunity for you! As a Program Manager Subject Matter Expert (SME), you will be supporting the Special Programs Division (AFLCMC/WAG) at Wright Patterson AFB, OH.
This position is contingent upon the ability to maintain/transfer active Department of War (DoW) Top Secret security clearance with the ability to obtain TS/SCI.
AFLCMC/WAG develops, tests, and rapidly fields classified USAF aeronautical capabilities. Executing a significant budget, the AFLCMC/WAG conducts studies to identify new capabilities; transitions laboratory technologies to operational platforms; executes demonstrations; and develops, tests, rapidly fields, sustains, and demilitarizes capabilities for the warfighter.
In this role, you will:
  • Provide a SME-level role as Deputy to the Branch Materiel Leader for AFLCMC/WAG Portfolio covering several programs and sole program manager for a prototype development project
  • Advise program leadership on strategic planning regarding capability development and demonstration initiatives
  • Apply program management expertise to program challenges and advise Branch program managers and teams on effective acquisition program management
  • Assess and coordinate Branch program manager assignments, activities, & team composition
  • Develop/maintain master schedule integrating Branch WAG programs and planned PPBS events--highlighting conflicts, potential resource constraints, and synergies
  • Lead for the Branch risk management program-process, frequency, tracking/mitigating risks
  • Develop branch specific processes and process improvement to include standardization of acquisition documentation
  • Analyze and evaluate program information by applying knowledge of DoD acquisition processes and analytical methods
  • Support the Special Programs Division director for executive level program reviews, inspections, conferences, and other program evaluations and major milestone events
  • Interpret USAF, AFLCMC, and AFLCMC/WA acquisition transformation strategies and tailor implementation to program and portfolio needs
  • Develop high quality acquisition program documentation
  • Manage interactions and cultivate relationships between the program office, warfighter major commands, AFRL, other government offices, and prime contractors

To be successful in this role, you will have:
  • An active TOP-SECRET security clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) and access to Special Access Programs (SAP) and have a background investigation current within the past 5 years or under Continuous Vetting
  • Bachelor's Degree with a minimum of 25 years relevant experience in the DoD, other government agency, or DoD contractor
  • Masters Degree in MBA, management, business, accounting, finance, logistics, or a STEM discipline with a minimum of 20 years relevant experience with the DoD, other government agency, or DoD contractor
  • Minimum 3 years of SAP or SCI experience within the last 5 years
  • Ability to travel up to 10% (CONUS)

Additional desired experience and skills:
  • DoD Acquisition Program Office experience in a leadership position (Branch/Division Chief, Materiel Leader, or Development System Manager)
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or III certification in Program Management
  • Experience in all aspects of DoD acquisition program management-leadership, cost, schedule, performance, risk, program documents, technical requirements, and team management
