POSITION OVERVIEW

The Program Manager II supports the mission of delivering effective military construction (MILCON) program management by providing experienced MILCON liaison support to define requirements, interface with mission customers and external agencies, and manage the design and construction project with a focus on risk abatement and construction management expertise. As a Program Manager II, you will coordinate with project managers and end users to develop 1391 Military Construction project requirements for the maintenance and improvement of base facilities and infrastructure, while providing key MILCON communications to NSIC leadership, Distinguished Visitors, and the general NSIC population. In this role, you will utilize change management best practices to communicate construction progress, parking, mission location, and other changes affecting the NSIC population, while providing facility management occupancy planning, process and procedure modernization, and vendor and Base CE project integration including escorting uncleared project vendors and government representatives to ensure projects are accomplished with minimal to no mission interruption. You will be expected to develop and deliver weekly activity reports and meeting minutes on schedule, maintain regularly updated risk logs, and demonstrate strategic alignment across all advisory products and communications.

JOB RESPONSIBILITIES:

  • The Contractor shall provide experienced MILCON liaison support to define MILCON requirements; interface with the mission customer and external agencies; manage the design and construction project. Support shall also include contractor support to coordinate, oversee, and provide risk abatement construction management expertise.
  • The Contractor shall coordinate with project managers and end users to develop 1391 Military Construction (MILCON) project requirements for the maintenance and improvement of base facilities and infrastructure.
  • The Contractor shall provide key MILCON communications for NSIC leadership, Distinguished Visitors, and the general NSIC population.
  • The Contractor shall utilize change management best practices to communicate change such as construction progress, parking, mission location, and other changes affecting the NSIC population.
  • The contractor shall provide facility management occupancy planning, process & procedures modernization, and change management communications.
  • The Contractor shall provide vendor, NSIC mission, and Base CE project integration to include escorting uncleared project vendors and government representatives to ensure projects can be accomplished with minimal to no NSIC mission interruption.
  • Develop weekly activity reports and meeting minutes and ensure they are delivered on schedule
  • Update risk logs regularly.
  • Demonstrate strategic alignment in advisory products.

REQUIRED QUALIFICATIONS:

  • 10+ years' experience in managing construction projects, preferably ICD 705 construction
  • Project Management Professional certification
  • Expertise in project management software (Primavera)
  • Active TS/SCI and SAP clearances
