Title:

APS-3: Program Manager

Program Summary

KBR maintains and manages US Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek in support of the Army's power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets are configured and maintained at optimal readiness. KBR also provides maintenance services and logistical support for other Army programs, IAW individual scope of work contract requirements.

Job Summary

The Program Manager (PM) serves as the Site Manager at AFSBn-CHS and single overall manager and the point of contact for all contractor operations and management functions.

The ideal candidate will have extensive experience managing Army maintenance and/or supply operations in uniform or as a contractor - technical schooling or experience with US Army Logistics Standard Army Management Information Systems (STAMIS) is a plus.

Roles and Responsibilities

  • Overall planning and coordination of APS-3 ship "maintenance cycles" - download support; port support activities; convoy from wharf; reception; accountability; maintenance; reconstitution; staging; convoy to wharf; port support activity; and upload support.

  • Execution of PD mission in support of Department of Defense' rapid transfer of equipment, goods, and services to foreign countries in times of emergency.

  • Manage assigned Units in Global Command and Control System - Army (GCCS-A)

  • Unit Status Reporting (USR) for assigned units

  • Current Operations other than ship cycle activities

  • Future Operations (including space utilization)

  • Submit Official Class IX Budget Estimates

  • Manage a subcontract workforce with augments the KBR workforce

  • Assist in the planning coordination and successful completion of actions related to the Performance Work Statement (PWS).

  • Ensures compliance with ISO 9001:2015 standards as they pertain to the entire program.

  • Develops and maintains a strong effective relationship with the customer acting as primary interface for administration of the contract.

  • Participates in planning processes with customer providing input on matters related to the responsibility inherent in the contract.

  • Ensures submission of required reports and CDRL reports to the customer and receives required reports from site managers and program management staff.

  • Manages the process of compiling, analyzing and interpreting statistical data related to contract operations and initiates and manages corrective actions.

  • Ensures the establishment of a comprehensive training program that ensures all contract personnel are adequately trained to perform their jobs to include training in the proper use of the required automated systems.

  • Ensures audits are performed at the site level to ensure all policies procedures and quality safety and environmental standards are followed.

  • Performs other related duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Must be a U.S. Citizen with a valid U.S. Passport

  • Must be able to obtain and maintain a Common Access Card (CAC)

  • Must obtain and maintain local base access.

  • Must be capable of getting a minimum of a SECRET security clearance.

  • Must possess a valid State Driver's License.

  • Must have Bachelor's Degree in Logistics Management, Production Management, Operations Management, or Business Management or engineering field (e.g. Mechanical Engineering, Industrial Engineering, or Electrical Engineering). Applicable specialized military or military contracting experience can be used in lieu of formal post high school education on a one-to-one basis.

  • Must have 12 Years of experience in a related field with 7 years in a management or supervisory capacity.

  • Demonstrated experience managing program budget in excess of $30M/year.

  • Must be able / willing to deploy for short periods in support of the contract.

Physical Requirements:

  • Must be able to stand - between 2 to 3 hours per day.

  • Must be able to walk - between 4 to 5 hours per day.

  • Must be able to Lift - up to 35 lbs. - 50 lbs. periodically.

  • Must be able to squat, knell, bend, reach and climb periodically.

  • Must be able to work outside and inside in non-climate-controlled environments.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

  • PMP Certification highly preferred.
