Job Summary:
Visionary Integration Professionals (VIP) provides industry-leading management consulting, system integration, and technology deployment solutions. The Senior Program Manager will lead a team focused on program-related fraud detections and payment processing, working directly with state leadership to implement IT improvements and manage project schedules and deliverables.
Responsibilities:
• Deliver a team of experts that have a focus on program related fraud detections and payment processing related to IT solutions and operations.
• Work directly with state level leadership to assess and implement enterprise IT improvements.
• Schedule management, deliverable quality assurance, and integrated project management.
• Implement enterprise project management office organizations and defining/following the various needed project management plans.
• Develop and maintain the Master Project Schedule to include tasks, duration, effort, dependencies, and assigned resources.
• Develop the approach for completing an as-is/to-be/gap analysis which has a primary focus on cost savings and long-term total cost of ownership.
• Develop executive level presentations that focus on highlighting key areas of improvement and escalation providing clear solution focused recommendations.
• Develop materials for and coordinate the executive level roadmaps, presentations and meetings that highlight gaps, best practices and technologies that will help modernization and improve IT organizations.
• Develop enterprise standard for scheduling, performance monitoring and leveraging industry standard technologies to provide real time performance updates on the entire portfolio.
• Complete discovery and stakeholder analysis sessions with a clear objective and focus.
• Develop and provide presentations, status, and briefings on all aspects of the project health including scope, schedule, cost, budget, issues, and risks.
Qualifications:
Required:
• Strong experience developing enterprise level modernization and consolidation assessments that resulted in efficiencies and cost savings.
• Experience completing and executing assessments that focus on application architecture, data consolidation, staffing, hardware/infrastructure, operations/maintenance, and statewide total cost of ownership (TCO).
• Experience defining and implementing an enterprise level PMO that can be used for a portfolio of IT projects within an organization.
• Experience conducting a comprehensive current state analysis of a large-scale enterprise IT environment (which includes assessing system workflows, review current controls, defining benchmark criteria and assessing the current monitoring practices).
• Experience developing and maintaining an application and skills inventory for IT organizations that clearly defines core and supplemental technology and people to implement savings for an IT organization.
• Experience developing executive level presentations, roadmaps and recommendations that use an industry standard set of metrics to measure current enterprise IT technologies, resources, and operations.
• Hands on experience with fraud detection best practices and technologies (which includes implementing proven technology solutions that meet state and private sector best practices).
• Experience developing comprehensive enterprise IT roadmaps that defining governance structures, total cost of ownership, as-is/to-be/gap analysis, escalation and focuses on staying agile and flexible while executing pre-defined solutions.
• Experience leading and facilitating stakeholder communication strategies and developing comprehensive stakeholder management plans by leading stakeholder workshops, interviews, and discovery analysis with stakeholders from all levels within the organization.
• Has the personality to lead and manage a team through the completion of assessment of enterprise systems that focus on the fraud and payment processing components of a solution.
• 6+ years of verifiable experience within the last 10 years of IT portfolio and project management experience in the public sector.
• 5+ years of verifiable experience within the last 10 years managing enterprise level projects and performing project support activities.
• 3+ years of verifiable experience within the last 10 years conducting stakeholder and IT operational assessments for enterprise level organizations.
• 3+ years of verifiable experience within the last 10 years implementing cloud-based COTS solutions in the public sector using latest technologies and tools.
• 2+ years of verifiable experience within the last 5 years of conducting enterprise level assessment, roadmap development and providing executive level recommendations/findings presentations.
Preferred:
• 3+ years of verifiable experience within the last 5 years of managing IT projects with a average project team of over 20 members (consisting of both internal and client staff) and average one time implementation budget of $2.5M.
• 1+ years of verifiable experience within the last 5 years performing design and implementation of fraud and payment processing technologies.
• 1+ years of verifiable experience within the last 5 years performing advisory consulting services for a public sector client.
