Cyber Program Manager

Are you passionate about technology and driving positive change? Capital One's fast-paced Cyber Execution and Transformation (CET) team is seeking a highly organized, process-focused Program Manager. You will enable delivery on top technology priorities through expert problem-solving, critical thinking, and communication, applying project management and analytical expertise to oversee and implement key cyber initiatives

The CET team navigates an evolving Cyber landscape, operationalizing risk frameworks and bridging gaps between technical teams, risk professionals, and executives.

Our Program Managers are motivated change agents who use analytical and organizational skills to influence partners and adapt to a changing technology environment.

Success in this role relies on five core principles: driving accountability, being well-managed, balancing risk with innovation, executing effectively, and increasing visibility. You will work with Executives across cyber functional areas to implement innovative risk management solutions.

Your Key Roles and Responsibilities are:

  • Manage key cyber initiatives, which will include facilitating the development of new project and program requirements

  • Support communications needs of various cyber-specific functions, including the gathering of insights and data as well as the preparation of written reports and oral presentations

  • Drive the implementation of proper program management best practices, including the use of various governance mechanisms related to change management and other areas

  • Develop and coordinate internal processes and program governance maturation

  • Manage and organize key deliverables across various initiatives

  • Drive and coordinate work related to Capital One's cybersecurity program enhancement efforts

  • Analyze information to proactively identify risks, trends, and process improvements

  • Continuously advise on the enhancement of risk and project / program management practices.

Basic Qualifications:

  • Bachelor's Degree

  • At least 4 years of experience in program management

  • At least 2 years of experience in information technology or cyber security

Preferred Qualifications:

  • Master's Degree in a related technical (Computer Science, Software Engineering) or Program Management field

  • 5+ years of experience designing and building data-intensive solutions using distributed computing

  • 3+ years of experience delivering Cybersecurity solutions and capabilities

  • 3+ years of experience in building distributed systems and highly available services using cloud computing services/architecture using AWS

  • 3+ years experience building highly scalable mobile products and platforms

  • 3+ years of experience with Agile delivery

  • 5+ years experience delivering large and complex programs owning the business or technical vision, collaborating with large cross-functional teams, securing commitments on deliverables, and unblocking teams to land business impact

  • 1+ year of experience building systems and solutions within a highly regulated environment

  • 1+ year of experience working with emerging AI technologies

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean, VA: $151,900 - $173,400 for Manager, Project Management


Richmond, VA: $138,100 - $157,700 for Manager, Project Management










Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
