Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).ย  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy.ย  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air.   • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.ย

  • Must possess at least 5 years of contract administration or contract compliance experience for FAR based prime contracts or subcontracts.
  • Posses excellent interpersonal, verbal, and written communication skills and demonstrated ability to interact effectively with all levels of MSTS personnel, as well as external partners and customers.
  • Have the skills and abilities to closely coordinate work efforts through interactions with internal and external stakeholders, contract administrators, and the Prime Contract Manager.
  • Must possess planning/organizing skills and be able to employ independent judgment, creativity and initiative to apply knowledge and experience to resolve complex contract compliance-related problems.
  • Have the skills and abilities to compose correspondence and contractual documentation and accomplish goals where established.
  • Must possess excellent research and planning skills to create prime contract compliance regimes and solutions.ย 
  • Qualifications that we value

    • Federal government Agency regulatory and/or contract administration experience working with or in DOE/NNSA or DoD/DoW environments.ย

  • The primary work location will be at the North Las Vegas Facility (candidates must be willing to relocate if not local,ย relocation package available).
  • Work schedule is designated as 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Orderย 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. ย Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

Annual salary range for this position is:ย $126,984.00 - $203,174.40.

The Prime Contract Management Department is seeking a dynamic, self-driven, and highly motivated Prime Contract Compliance Program Manager to join our team located at the North Las Vegas facility.ย 

Key Responsibilities

  • Direct and guide all phases of MSTS's prime contract lifecycle directive management and compliance program for the NNSS with a value of <$50M annually.
  • Manage the development and official position for all company-wide contractual impact analyses when directed by the federal cognizant contracting officer.
  • Responsible for leading and collaborating high stakes company-wide costs analyses, business implications and risks assessments for prime contract compliance activities.
  • Establish guidance for programmatic implementations work plans and technical performance relating to directives and contractor requirement documents (CRDs) for NNSS prime contract modifications and compliance program activities.
  • Lead and/or participate in formal negotiations with federal cognizant contracting officers for NNSS-wide prime contract modifications and changes.
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms and conditions of the prime contract additional work authorizations and changes.
  • Act as the lead prime contract compliance manager for assigned responsibilities.
  • Act as primary customer contact for program activities, leading program compliance review sessions to discuss cost, schedule, implementation plans and technical performance.
  • Serve as the company's focal point for matters relating to interpretations of prime contract, FAR and DEAR clauses relating to compliance program matters.
  • Serve as the primary point of contact with the federal customer for all matters relating to prime contract directive management and regulatory compliance.
  • Implement strong compliance practices to meet wide-ranging and cross-functional contractual obligations.
  • Identify contractual compliance problems and devise solutions, such as policy creation or changes, allocation of resources or contractual clause or specification changes.
  • Establish technologies using standard principles, theories, concepts, and techniques to provide solutions to a variety of contractual and technical problems.
  • Establish milestones and monitor adherence to master work plans and schedules.
  • Perform other duties as required.
