Job description

Position Title: Program Manager โ€“ Monarch Lincoln Program

Location: Lincoln, IL

Schedule: Monday-Friday | 8:00 AM-4:00 PM

Work Setting: 100% On-site | Juvenile Justice Correctional Setting Full-Time | Salary: $55,000-$65,000 (based on experience and qualifications)

Position Overview:

Youth Outreach Services (YOS) is seeking an experienced and passionate Program Manager to lead our Monarch Lincoln Program within the Illinois Department of Juvenile Justice. This is an exciting leadership opportunity for a licensed behavioral health professional who is committed to helping justice-involved youth build healthier futures. As Program Manager, you will oversee program operations, provide clinical and administrative leadership, supervise a dedicated team of counselors, and ensure the delivery of high-quality, trauma-informed services within a correctional setting. You'll play a critical role in shaping outcomes for youth while supporting the growth and development of your staff.

What You'll Do:
  • Provide leadership, supervision, and support to counselors and program staff.
  • Oversee daily program operations and ensure compliance with agency, contractual, and Department of Juvenile Justice requirements.
  • Provide clinical guidance, coaching, and professional development opportunities to staff.
  • Monitor service delivery, program outcomes, and documentation quality.
  • Collaborate with facility personnel, community partners, and referral sources to support youth success.
  • Assist with crisis intervention, problem-solving, and program planning.
  • Ensure timely reporting, accurate recordkeeping, and adherence to regulatory standards.
  • Foster a positive, trauma-informed, and culturally responsive environment for youth and staff.
What Weโ€™re Looking For:
  • Master's degree in Social Work, Counseling, Psychology, or a related behavioral health field required.
  • Clinical licensure preferred (CADC, LPC, LCPC, LCSW, or equivalent).
  • Minimum of 2 years of supervisory or leadership experience.
  • At least 5 years of experience working with at-risk, justice-involved, or high-needs youth.
  • Strong knowledge of trauma-informed care, behavioral health treatment, and youth development.
  • Excellent leadership, communication, and team-building skills.
  • Valid Illinois driver's license and access to reliable transportation required.
