Position Overview

We are seeking a Senior Program Manager to serve as the on-site Contract Manager for Chartis Federal's National Guard Bureau (NGB) Staff Action Support Services contract. This role provides senior-level tasking, workflow, and staff-action leadership for the NGB Executive Secretariat, holding full authority to manage daily contract operations while overseeing SOP development, correspondence management, and continuity of ExecSec workflow processes.


The ideal candidate brings deep experience briefing senior leaders, managing complex tasking and workflow systems, and operating within high-tempo executive staff environments, along with the judgment to make timely decisions absent detailed written guidance.


This position is contingent upon contract award.


Responsibilities

· Serve as Contract Manager: resolve contract issues, coordinate with the Contracting Officer's Representative (COR), and ensure adequate performance across all supported functions.

· Receive, control, prioritize, and manage ExecSec tasks submitted via the Electronic Tasking System (ETS), determining Office of Primary Responsibility (OPR) assignment and staffing requirements.

· Screen tasks for completeness, establish suspense dates, and provide procedural guidance to NGB personnel on proper staffing of actions.

· Review completed products for format, quality, and compliance prior to coordination-level submission.

· Develop and maintain SOPs and continuity standards/business rules for data collection, archiving, and correspondence management to ensure repeatable, audit-ready ExecSec workflows.

· Provide status updates on tasks in the ETS to leadership and internal/external agencies upon request.

Facilitate monthly synchronization meetings with Workflow Managers on system improvements and business processes. 

Requirements:

· 8+ years of experience supporting executive-level staff operations, tasking/workflow management systems, and senior leadership briefings in a DoD or federal headquarters environment.

· Demonstrated experience developing SOPs, continuity standards, and correspondence management processes.

· Project Management Professional (PMP) certification, or equivalent, specific to the Contract Manager function.

· Bachelor's degree in Business/Public Administration, Business Management, Public Policy, Economics, or Marketing, or equivalent experience (preferred).

· National Guard Bureau (NGB) or DoD executive staff support experience (preferred).

· Must have active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
