Job description

Program Manager

Location: Merrifield, VA

Position Summary

XLA is seeking a highly accomplished Program Manager (PM) to serve as the primary contractor representative and Key Personnel supporting the FBI Homeland Security Task Force (HSTF) Program Support Services contract.

The Program Manager will provide executive leadership, operational oversight, financial accountability, workforce management, and customer engagement across a multidisciplinary team supporting the FBI HSTF National Coordination Center (NCC). The PM will be responsible for successful execution of all contract requirements while serving as the primary interface with the Government.

This position requires an experienced federal program manager with a strong background in financial management, accounting, audit support, budget execution, internal controls, compliance, and financial intelligence analysis supporting federal law enforcement, intelligence, homeland security, or national security organizations.

Responsibilities

The Program Manager will oversee all aspects of contract execution, including:

Required Qualifications

Education

  • Bachelor's degree from an accredited institution.
  • Experience
  • Minimum of 15 years supporting Federal Government programs.
  • Minimum of 10 years of Program Management experience.
  • Minimum of 5 years leading large multidisciplinary teams supporting the FBI, DOJ, DHS, HSI, the Intelligence Community, or similar national security organizations.
  • Experience managing contracts valued at $10 million or greater annually.
  • Demonstrated experience overseeing financial management, accounting, budget analysis, audit support, internal controls, financial intelligence analysis, and operational support functions.
  • Experience managing geographically dispersed personnel.
  • Experience briefing senior government executives and managing customer relationships.
  • Demonstrated success managing cost, schedule, staffing, quality, and contract performance.

Clearance

Active TS/SCI clearance required.

U.S. Citizenship required.

 

Preferred Qualifications

Candidates possessing one or more of the following certifications are highly desirable:

  • Certified Public Accountant (CPA)
  • Certified Government Financial Manager (CGFM)
  • Certified Fraud Examiner (CFE)
  • Project Management Professional (PMP)
  • FAC-P/PM Certification
  • Lean Six Sigma Green Belt (or higher)

Preferred education:

Master's degree in Business Administration, Public Administration, Finance, Accounting, Intelligence Studies, or a related field.

Preferred experience:

  • Prior support to the FBI, HSTF, OCDETF, DOJ, DHS, HSI, or other interagency task force environments.
  • Experience supporting CFO organizations, financial operations, audit organizations, Inspectors General, or financial investigative missions.
  • Knowledge of UFMS, IPP, EPAS, federal appropriations law, federal internal controls, audit readiness, and intelligence production processes.
