Job description

Purpose and Impact:
We are seeking an experienced and data-driven Program Manager to lead a multidisciplinary team of analysts and engineers supporting a client's performance measurement program.
The Program Manager - Data Analytics will serve as the primary point of contact for the Government, providing overall leadership, direction, and oversight for all contractor personnel. This role ensures the successful execution of program tasks, delivery of high-quality outputs, and expert support across performance management, business analytics, and technical domains.
Additionally, the Program Manager will act as the key liaison to the Contracting Officer's Technical Representative (COTR), managing all contract-related matters, including cost, schedule, and overall performance.
Work Schedule: M-F, 40 hours/week (Flex time, Comp time, and Extended Work Week (EWW) approved)
Essential Responsibilities:
In this role, you will:
  • Plan, direct, and schedule the timely and successful completion of the work on the contract.
  • Monitor program performance regularly for conformance to original program scope and maintain continual reviews to ensure that all terms and conditions are met in accordance with legal requirements, customer specifications, and government regulations.
  • Maintain on-going coordination with contract support team to ensure timely and accurate completion and/or delivery of monthly and as-needed program requirements.
  • Prepare and disseminate Monthly Contract Status Report (MCSR) to the client regarding contract status, compliance, satisfaction, and limitations.
  • Serve as the single focal point to the COTR for managing all tasks and subtasks.
  • As Principal Representative for project direction, provide the COTR and CO with information and solutions regarding significant issues that will have a direct impact on the contract.
  • Provide on-going leadership, guidance, and direction to all personnel assigned to the contract.
  • Provide daily oversight and management of personnel contract hours including but not limited to timecard submittal, review, approval, reconciliation, troubleshooting, and resolution of discrepancies.
  • Conduct daily technical standup meetings with all personnel assigned to the contract.
  • Conduct bi-weekly workstream review and planning meetings with all personnel assigned to the contract.
  • Staff the PMPS program in a timely manner and in line with our approved technical approach throughout the life of the program
  • Develop, oversee, and/or manage the program's knowledge management and business continuity documents, briefing the client whenever necessary.
  • Engage regularly with staff to identify organizational gaps and opportunities.
  • Gather program/project requirements and evaluate, analyze, and propose operational and technical solutions.

Work Environment, Physical Demands, and Mental Demands: Most work will be done at a desk or computer. General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.
Attendance:
Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.

Must be able to communicate effectively both verbally and in writing

Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must work well under pressure to meet deadline requirements. Must be willing to travel as needed. Must take and pass a drug test and background check as well as a motor vehicle records check. Must be a US citizen.
Minimum Requirements (Knowledge, Skills, and Abilities):
To excel in this role, you should have the following qualifications:
  • TS/SCI clearance with polygraph required
  • Demonstrated strong analytical skills, a superior understanding of performance measurement principles, and experience applying qualitative and quantitative methods to the analysis of organizational performance, operations, and budgeting.
  • Intermediate to advanced expertise in data visualization, to include significant knowledge of Tableau and ability to create Tableau dashboards.
  • Intermediate to advanced expertise in SQL and python programming languages.
  • Expertise in the use of the Microsoft Office suite.
  • Excellent written and oral communication skills.
  • Expertise to present management strategy and analytic outcomes to drive client strategy and decision making.

Clearance Required:
  • TS/SCI with POLY

Minimum Education:
  • Bachelor's degree

Minimum Years of Experience:
  • (5) five to (7) seven years of progressive research or analytics experience

Preferred Qualifications:
  • Master's degree in public administration, business administration, a quantitative discipline or another related field.
  • Seven year's experience in the practice of analytics within the Intelligence Community (IC) or the Department of Defense (DoD).
  • Strong understanding of the client's mission activities and goals
  • Demonstrated experience with the client and the Sponsor's organization
