Position Summary
The Program Manager is responsible for the planning, implementation, administration, and evaluation of Pennsylvania Department of Human Services (DHS) healthcare training programs administered through the Center for Healthcare Education. The position oversees daily operations, contract deliverables, instructor coordination, participant support, compliance monitoring, reporting, and stakeholder engagement to ensure successful delivery of grant-funded workforce education initiatives.
Essential Duties and Responsibilities
  • Manage day-to-day operations of DHS-funded healthcare training programs.

  • Coordinate program schedules, course logistics, training delivery, and participant enrollment.

  • Recruit, onboard, schedule, and support adjunct instructors and subject matter experts.

  • Coordinate curriculum updates, course development activities, and instructional materials.

  • Monitor contract deliverables, enrollment targets, timelines, and program outcomes.

  • Prepare reports, invoices, reimbursement requests, and supporting documentation required by DHS and the College.

  • Maintain accurate program, participant, and instructor records for compliance, reporting, and audit purposes.

  • Serve as the primary liaison with DHS representatives, healthcare employers, instructors, and community partners.

  • Collaborate with Marketing and Communications to promote training opportunities and increase participation.

  • Monitor program budgets and assist with fiscal planning and grant administration.

  • Evaluate program effectiveness and recommend operational and programmatic improvements.

  • Assist with grant renewals, contract modifications, and development of new workforce training initiatives.

Required Qualifications
  • Bachelor's degree in Healthcare Administration, Education, Business Administration, Public Administration, Workforce Development, or a related field.

  • Three years of experience in program management, healthcare education, workforce development, grant administration, or a related field.

  • Experience coordinating multiple projects and meeting deadlines.

  • Strong organizational, communication, and customer service skills.

  • Proficiency in Microsoft Office Suite and student information systems.

  • Ability to work independently and collaboratively with diverse stakeholders.

Knowledge, Skills, and Abilities
  • Knowledge of workforce development, continuing education, and adult learning principles.

  • Understanding of grant compliance, contract administration, and reporting requirements.

  • Ability to manage budgets, schedules, and multiple priorities simultaneously.
