Job description

Dynamis, Inc. is seeking a Program Manager to lead delivery on the ICE Office of Financial Management (OFM) Customer Service Operations (CS-OPS) contract. The PM will serve as Dynamis's primary point of accountability to the government, overseeing program management, SharePoint/document management, reporting/dashboards, meetings, training, and change management. 

Responsibilities:

  • Serve as Dynamis's primary point of contact to ICE OFM on day-to-day program execution, tied to the CS-OPS PWS scope (CBM/CMM billing cycle for the DHS "Cube" components, CPVI, SLAs, IRWA/IAA forms, BOY FASS reassessment, FYE)
  • Lead PM, SharePoint/document management, reporting, and dashboard deliverables; coordinate with Kearney & Company on the financial-analytic workstreams they lead
  • Manage program staff, schedules, budgets, risks, and dependencies across the CS-OPS task areas
  • Oversee change/configuration management of the CMM platform and associated training delivery
  • Ensure compliance with applicable federal financial management laws, regulations, and ICE/DHS policy
  • Develop and deliver executive-level briefings, reports, and performance metrics to ICE OFM leadership
  • Manage contract deliverables, quality control, and staffing actions (hiring, onboarding, performance)
  • Coordinate with Dynamis contracts and program leadership on scope, funding, and modifications over the 11/17/2026–11/16/2031 period of performance.
Requirements:
  • U.S. citizenship. 
  •  5–10 years of program/project management experience supporting DHS or federal financial systems and operations
  • Demonstrated experience with federal budget formulation, execution, and financial reporting processes
  • Strong understanding of federal financial management regulations and internal controls (e.g., OMB Circulars, GAO Green Book)
  • Experience managing multi-person program teams and client relationships in a federal contracting environment
  • Bachelor's degree in Business, Finance, Public Administration, or related field (or equivalent experience)
  • Strong written and verbal communication skills; comfortable briefing senior government stakeholders
Preferred:
  • Direct experience supporting ICE's Office of Financial Management (OFM) or another ICE CFO-aligned organization
  • Familiarity with the DHS Financial Systems Modernization "Cube" environment or a comparable shared-services billing model
  • Experience with FileOnQ/CMM or similar cost management/billing platforms a plus
  • PMP certification or equivalent program management credential
  • Familiarity with DHS-specific financial systems (e.g., Momentum, TRIO, or successor platforms)
  • Prior experience as a Program Manager or Deputy PM on a federal financial management support contract

Salary range: $145,000-155,000
