DESCRIPTION Job Title: Program Manager Location: Fort Gordon, GA Clerance: TS/SCI with ability to obtain CI poly Job Description: Mission Essential is seeking a highly experienced Program Manager (PM) to lead and manage a complex, high-visibility program supporting INSCOM. This position requires exceptional leadership, program management, and communication skills to manage a diverse contract workforce and serve as the primary liaison between the Contractor and Government stakeholders. The PM will work closely with the Contracting Officer, COR, ACOR, and Technical Task Monitors (TTMs) to ensure all contractual requirements are met efficiently and effectively. Key responsibilities include by are not limited to: Program Oversight and Liaison Duties: * Provide full oversight and administrative control over the entire contract workforce.
  • Act as the senior liaison between the Contractor and Government personnel.
  • Participate in meetings, briefings, conferences, progress reviews, and other government-directed events.
Provide expert advice on management, technical, cost, schedule, and operational matters.Program Management Duties: Lead and manage all subtasks and deliverables within the contract, including:
  • Task planning, preparation, and execution (baseline and metrics development)
  • Personnel and resource management
  • Budget management and cost reporting
  • Schedule and task performance monitoring
  • Risk management and mitigation strategies
  • Quality assurance and control
  • Reporting and deliverables tracking
  • Security and compliance oversight
  • Strategic planning and forecasting
  • Situation assessments and operational recommendations
Anticipatory and proactive support to emerging requirementsTask Management, Coordination, and Reporting: Ensure all tasks/projects are well-coordinated with appropriate Government stakeholders.
  • Deliver tasks within Government-approved priorities, schedules, and budgets.
  • Maintain continuous status updates, including identification and resolution of issues.
  • Maintain and provide comprehensive access to project databases and information.
  • Produce required reports and documentation as contractually obligated, including:
  • Weekly Staffing Report: Weekly update on available staffing, deployment status, turnover, and hiring.
  • Contractor Invoicing and Payment Report: Monthly labor hours by site, contractor, and sub-contractor.
  • Management Plan: Detailed management structure and approach for contract execution.
  • Annual Progress, Technical, and Financial Report: Annual summary of technical and financial performance.
Limitation of Funds Report: Quarterly update by CLIN, estimating total costs through the performance period. REQUIREMENTS Minimum Qualifications: Expert knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products
  • Knowledge of intelligence oversight and security guidelines
  • Excellent communication skills in order to effectively interface with senior military officials, managers, and subordinates
  • Excellent analytical skills
  • Certification as a Program Management Professional (or equivalent)
Active TS/SCI clearance required and must be able to obtain CI poly Desired Qualifications: Superior understanding of DoD Intelligence processes, activities, standards, and available analytic tools with general understanding of GEOINT operations
  • Knowledge of and experience in planning and executing technical studies and reports for computer systems and computer networks
