What you'll do:

  • Program Leadership: Provide overall leadership, direction, and accountability for the successful delivery of a large-scale IT program, ensuring technical, operational, contractual, and financial objectives align with organizational and mission priorities.
  • Customer Engagement: Serve as the primary interface with client and organizational leadership and key stakeholders, maintaining strong customer relationships, communicating program performance, and proactively addressing priorities, concerns, and emerging requirements.
  • Program Execution: Plan, coordinate, and oversee program activities across cloud engineering, cybersecurity, enterprise architecture, network operations, service delivery, and other technical workstreams to ensure integrated and successful execution.
  • Performance Management: Establish and monitor program performance metrics, service-level objectives, key performance indicators (KPIs), deliverables, and milestones to ensure contractual requirements and customer expectations are achieved.
  • Financial Management: Manage program budgets, forecasts, staffing, resource allocation, and financial performance while identifying opportunities to improve operational efficiency and maximize value to the customer.
  • Risk & Issue Management: Identify and manage program risks, issues, dependencies, and opportunities while developing mitigation strategies and ensuring timely escalation and resolution of critical challenges.
  • Workforce Management: Lead multidisciplinary teams of technical experts, engineers, architects, cybersecurity professionals, and operational personnel while ensuring appropriate staffing, performance, professional development, and workforce continuity.
  • Contract & Deliverable Management: Ensure contract requirements, deliverables, reporting obligations, and performance standards are met while maintaining alignment with applicable applicable policies, processes, and acquisition requirements.
  • Continuous Improvement: Establish processes that improve service delivery, operational maturity, automation, quality, and customer satisfaction throughout the program lifecycle.
  • Executive Communications: Develop and deliver program reviews, executive briefings, performance reports, risk assessments, and strategic recommendations to client and corporate leadership.

What you'll need to succeed:

  • Active Secret security clearance.
  • Bachelor's degree in Business Administration, Information Technology, Engineering, Computer Science, or a related discipline.
  • 15+ years of experience managing complex IT, cybersecurity, cloud, infrastructure, or digital modernization programs.
  • 8+ years of experience leading large-scale programs supporting large enterprise, public sector, or regulated customers.
  • Demonstrated experience managing multidisciplinary technical teams across cloud, cybersecurity, network, infrastructure, enterprise architecture, and IT operations.
  • Experience managing program budgets, staffing plans, schedules, subcontractors, deliverables, performance metrics, risks, and contractual requirements.
  • Strong understanding of contracting, acquisition, and delivery processes, performance management, and customer engagement.
  • Demonstrated ability to manage competing priorities and coordinate technical and business activities across multiple organizations and stakeholders.
  • Experience establishing and monitoring KPIs, SLAs, operational metrics, and continuous improvement initiatives.
  • Strong executive communication, leadership, negotiation, and stakeholder management skills with the ability to communicate effectively with senior client and corporate leadership.
  • Project Management Professional (PMP) certification.
  • ITIL, Agile, SAFe, or equivalent program/service management certification preferred.
  • Experience leading cloud modernization, Zero Trust, DevSecOps, cybersecurity, or enterprise IT transformation programs preferred.

SALARY RANGE: $200,000.00 - $220,000.00

The salary range for this position is determined based on qualifications, skills, and relevant experience. The final salary offered will be determined based on several factors including: 

  • The candidate's professional background and relevant work experience
  • The specific responsibilities of the role and organizational needs
  • Internal equity and alignment with current team compensation
  • This role is also eligible for additional compensation, subject to the terms and policies of MetroStar, which may include:
    • Performance-based bonuses
    • Company-paid training and/or certifications
    • Referral bonuses
