Position Title: Program Construction Manager
Position Location: Location varies by assignment. 75-100% travel across the U.S. until assigned to an extended project. Must be located near a major US airport.
Job Summary
The Program Construction Manager provides leadership and oversight across a portfolio of related construction projects within a client's capital program. This role manages multiple project-level Construction Managers, ensuring consistency in execution, quality, safety, and reporting. The Program Construction Manager acts as the central point of coordination between DLB Associates, the client, and project delivery teams - aligning all efforts with program objectives and overall project strategy.
The Program Construction Manager is self-directed on day-to-day work and receives high level instruction on new projects, tasks or assignments. Will execute and lead teams and projects, tasks or assignments of complex scope. May coordinate activities of other personnel.
The Program Construction Manager will communicate and operate in line with organizational and client goals and values, as well as departmental objectives.
Essential Functions
Program Leadership & Oversight
  • Lead multiple project-level Construction Managers, ensuring project delivery aligns with program goals, client expectations, and DLB standards.
  • Coordinate project execution across various sites or disciplines to maintain consistency and communication within the overall program framework.
  • Drive standardized reporting, documentation, and process implementation across all projects.
  • Manage and monitor project-level labor utilization and expense performance for Construction Managers to ensure alignment with program budgets and staffing plans.
  • Review and approve labor forecasts, timesheets, and expense reports to maintain financial discipline within each project team.
  • Support Construction Managers in evaluating resource needs and adjusting team allocations to maintain efficiency and cost control.

Client Partnership & Communication
  • Serve as the primary client interface at the program level, building trust through proactive communication and transparent performance reporting.
  • Provide strategic guidance and recommendations to the client regarding project execution, coordination, and risk mitigation.
  • Represent DLB Associates in program-level meetings, presentations, and executive briefings.

Quality, Safety & Risk Management
  • Enforce DLB's Construction Quality Management standards across all projects to ensure technical accuracy and operational excellence.
  • Monitor safety performance and collaborate with project teams to maintain a zero-incident safety culture.
  • Identify and mitigate program-level risks through proactive coordination and contingency planning.

Process Development & Continuous Improvement
  • Implement standardized workflows, tools, and reporting methods to improve efficiency and consistency across projects.
  • Capture lessons learned and integrate them into DLB's program delivery best practices.
  • Support digital program management platforms and data-driven reporting initiatives.

Team Development & Leadership
  • Mentor and coach project-level Construction Managers to promote professional growth and leadership readiness.
  • Foster a collaborative, high-performance culture across all project teams.
  • Support staffing strategies and resource planning for ongoing and future program needs.

Business Development & Client Growth
  • Partner with the Associate Director (AD) / Program Manager (PgM) to identify, pursue, and support new business opportunities within existing and prospective client programs.
  • Assist in developing proposal materials, project narratives, and staffing strategies for new or expanded engagements.
  • Participate in client presentations and interviews, demonstrating DLB's construction management expertise and program delivery capabilities.
  • Provide feedback on market trends, client needs, and program performance to inform strategic growth initiatives.
  • Support the Associate Director / Program Manager in relationship development with key stakeholders and industry partners to expand DLB's footprint.

Technology, Digital Tools & AI-Enabled Efficiency
  • Identify opportunities and lead the strategic use of technology, digital platforms, and AI-enabled tools to enhance efficiency through workflow automation, reduced manual effort, and improved accuracy in forecasting, documentation, reporting, and quality processes.
  • Support adoption of emerging technologies - including advanced analytics, data visualization tools, and digital construction management platforms - to strengthen readiness, quality assurance, and project controls.
  • Collaborate with internal teams to ensure technology solutions align with DLB standards for data security, privacy, and operational integrity.
  • Promote a culture that embraces innovation, continuous improvement, and the strategic use of technology to optimize performance and scalability.

Position Requirements (ADVANCED level for all the following)
  • Strong knowledge of electrical, mechanical, and controls systems, as well as construction methods, materials, and processes used in mission-critical or hyperscale environments.
  • Comprehensive understanding of industry trends, project management, and construction procedures, including MOP processes, safety standards (NFPA 70E, LOTO, OSHA), and risk management best practices.
  • Skilled in leading multi-site or multi-phase construction programs, ensuring consistency, quality, and performance across diverse locations.
  • Skilled in coordinating interdisciplinary teams and aligning execution with strategic client and program goals.
  • Skilled in stakeholder management and executive-level communication, representing the owner with professionalism when engaging with clients, contractors, and designers.
  • Skilled in evaluating and controlling budgets, labor utilization, and forecasting across multiple concurrent projects.
  • Proficiency in using MS Office Suite and construction management software (e.g., Procore) for documentation, scheduling, and performance tracking.
  • Ability to translate strategic objectives into executable plans that balance scope, cost, and schedule while maintaining technical excellence.
  • Ability to identify, assess, and mitigate program-level risks, applying sound judgment in decision-making.
  • Ability to mentor and develop team members, fostering a culture of accountability, collaboration, and continuous improvement.
  • Ability to implement and uphold organizational standards, policies, and procedures to ensure consistent project delivery.
  • Ability to leverage digital tools and emerging technologies, including AI, to enhance efficiency, reporting accuracy, and overall program performance.

  • On occasion, the employee may move equipment weighing up to 50 pounds.

Travel Requirements
  • Must have a valid driver's license and the ability to rent vehicles.
  • 75-100% travel across the U.S. until assigned to an extended project (>6 months; typical assignments 9 months-4 years).
  • Ability to relocate within 1-3 months if required (when 100% travel isn't supported).
  • Effective May 7, 2025, and in accordance with U.S. federal regulations for domestic air travel, a valid REAL ID (or an acceptable alternative, such as a passport) is required for travel associated with this position.
  • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meetings for business development purposes, running errands on behalf of the business, attending industry conferences, etc.
  • Travel may involve transportation by car or plane depending on the destination and nature of the business needs.

CERTIFICATIONS & SAFETY
  • Ability to achieve NFPA 70E and/or OSHA training as required; strict adherence to HSE/LOTO policies.
  • PMP (Project Management Professional), CCM (Certified Construction Manager) preferred.

Education / Experience
  • Bachelor's degree in engineering, construction management, or related discipline

OR
  • Two years of hands-on install/testing/validation/troubleshooting of mechanical, controls, and/or electrical infrastructure

PLUS
  • Minimum of eight years of additional related experience, including progressive experience in construction or program management with demonstrated leadership of large-scale, mission-critical, or data center projects
