Job description

E-logic is seeking a highly skilled and transformational Agile Program Manager to spearhead a critical initiative supporting the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence (DC30E) and ACC-Orlando under the Army Open Solicitation (AOS) framework.

This role is part of a landmark effort to revolutionize federal procurement and program management through Capability Program Executive for Simulation, Training, Test & Threat (CPE ST3). You will be responsible for breaking legacy "hours-based" habits, introducing outcome-driven Agile culture, and implementing a robust Agile framework (such as SAFe) to optimize the delivery of foreign and domestic training and testing systems. However, candidates must be prepared to support and travel to the following locations: Redstone Arsenal (Huntsville, AL), Orlando, FL and Rhode Island / Regional Hubs


Key Responsibilities

  • Agile Framework Implementation: Establish, manage, and scale a comprehensive Agile methodology (e.g., SCRUM, SAFe) across the enterprise to increase delivery speed, responsiveness, and software/system quality.
  • Cultural & Organizational Transformation: Lead the Organizational Change Management (OCM) effort to shift teams from a traditional staffing mindset to an outcome-focused execution model centered around a prioritized backlog.
  • Process Architecture & Iteration: Oversee the development and continuous refinement of Agile performance architecture deliverables, including Performance Work Statements (PWS) and Quality Assurance Surveillance Plans (QASP).
  • Workflow Visualization & Metrics: Drive task execution using a Government-provided Jira instance. Utilize Kanban and Sprint boards to manage backlogs and report on actionable metrics such as Sprint Burndown, Velocity, and Control Charts.
  • Dynamic Resourcing: Execute a Dynamic Resourcing Strategy and build cross-functional Agile Team Topologies capable of swarming critical priorities and eliminating single points of failure.
  • Acquisition Lifecycle Support: Provide expert advisory support across all non-inherently governmental phases of the acquisition lifecycle, including market research, solicitation preparation, and contract administration.

Position Requirements

  • Experience: Minimum of 5 years of dedicated Agile experience.
  • Proven Track Record: Successful leadership of at least 3 completed Agile projects, with a specific focus on driving large-scale organizational Agile transformations.
  • Technical Familiarity: Deep hands-on expertise with Jira setup, sandbox management, backlog tracking, and Agile reporting tools.
  • Regulatory Knowledge: Familiarity with Federal, Department of War (DoW), and Army acquisition regulations is highly preferred.
  • Compliance Boundary: Position requires strict adherence to non-personal services boundaries; candidates must ensure contractor personnel do not perform inherently governmental functions.
