Job description

PENDING CONTRACT AWARD

Mission Objectives - The PAE Fires OCIO requires centralized IT lifecycle management and support for approximately 3,500 users across PAE Headquarters, 3 Capability Program Executive (CPE) offices, and external partners spanning approximately 20 facilities. The Program Manager serves as the single point of accountability to the Government for all contract performance, quality, staffing, and deliverables.

Position Responsibility Summary:

  • Build and sustain a high-performing, large IT team spanning multiple technical disciplines; personally own workforce stability by proactively identifying retention risks, developing career growth paths, and maintaining bench strength to prevent gaps in critical coverage areas
  • Serve as the trusted advisor and primary point of contact to Government leadership; translate mission needs into actionable plans, anticipate emerging requirements, and shape priorities collaboratively with the COR and CIO
  • Drive a culture of continuous process improvement across all teams; identify operational inefficiencies, implement corrective actions, and measure outcomes to demonstrate measurable value to the customer
  • Provide strategic oversight of complex, interdependent workstreams, balancing competing priorities across cybersecurity, network operations, systems management, and software development without compromising quality or mission availability
  • Make risk-informed resource allocation decisions in a Firm Fixed Price environment; manage cost, schedule, and performance trade-offs while maintaining profitability and service excellence
  • Establish and maintain open, transparent communication channels with Government stakeholders; proactively surface issues, propose solutions, and ensure no surprises reach the Contracting Officer
  • Lead contract transition (phase-in) to ensure zero disruption to ongoing operations; develop knowledge transfer plans and accelerate staff onboarding to achieve full operational capability within 30 days
  • Mentor and develop Team Leads; foster cross-team collaboration so that network, systems, cybersecurity, development, and service desk functions operate as an integrated whole rather than siloed teams
  • Manage subcontractor relationships and performance; hold partners to the same quality standards expected of the prime team
  • Own all contract deliverables and quality outputs; establish internal review processes that ensure accuracy and timeliness without relying on Government feedback as the first line of quality control

Position Responsibility Summary:

Primary Contract Execution (PWS 1.16.1, 1.16.1.1): Serves as the primary Government liaison responsible for overarching contract execution, ensuring technical oversight and guidance for all assigned tasks, and employing fully trained, experienced, and technically proficient personnel.

Resource Management & Service Support (PWS 1.16.1.2): Coordinates with customers to manage and control resources, ensuring the timely achievement of all contract requirements across various Government offices requiring IT services.

Continuous Process Improvement (PWS 1.16.1.3): Drives a culture of continuous process improvement aligned with the DoD Management Philosophy, ensuring the team remains knowledgeable in customer mission areas, data management, cybersecurity, and network properties.

Contractor Manpower Reporting (PWS 1.17): Oversees and ensures accurate and timely reporting of all contractor and subcontractor labor hours via the secure data collection site.

Cross-Functional Technical Oversight & Cybersecurity (PWS 1.16.4.1):* Maintains cross-trained expertise in Cybersecurity program implementation to maintain informed oversight during RMF Assessment & Authorization (A&A) milestones. Independently assesses cybersecurity posture during ATO decision gates to ensure compliance with DoD and Army directives.

Cross-Functional Configuration Management (PWS 1.16.5):* Maintains cross-trained expertise in Configuration Management to validate that configuration baseline changes align with enterprise architecture standards. This allows for risk-informed programmatic decisions without dependency on a single functional lead, ensuring continuity of governance during personnel transitions or surge periods.
