Job description

Teachers Now is seeking a motivated and organized Program Manager to oversee the daily operations of our substitute teacher program while leading recruitment efforts to attract, hire, and retain high-quality substitute teachers. This dynamic role combines recruiting, staffing, onboarding, payroll coordination, and employee support to ensure our partner schools have reliable substitute coverage each day. Compensation: Starting at $43,000 annually (Based on education and experience)

Duties & Responsibilities

  • Manage substitute teacher assignments and vacancies for assigned schools and markets using SmartFind Express and other scheduling resources.
  • Develop and implement recruiting strategies to attract, hire, and retain qualified substitute teachers.
  • Source candidates through multiple recruiting channels, including job boards, social media, community partnerships, employee referrals, advertisements, and job fairs.
  • Create and maintain job postings and recruitment marketing materials.
  • Review applications, screen candidates, conduct phone interviews, and identify qualified applicants for available positions.
  • Coordinate and schedule candidate interviews while ensuring a positive and professional candidate experience throughout the hiring process.
  • Participate in hiring events, job fairs, and community outreach activities as needed.
  • Ensure recruiting and hiring practices comply with employment laws, Equal Employment Opportunity (EEO) guidelines, and company policies.
  • Track substitute availability, work hours, attendance, absences, and incident reports.
  • Coordinate last-minute substitute coverage to ensure schools are fully staffed each day.
  • Maintain accurate records of substitute assignments, employee availability, recruiting activities, and school-specific requests.
  • Verify employee hours and attendance for biweekly payroll processing and resolve payroll discrepancies as needed.
  • Administer timekeeping and attendance systems while maintaining accurate personnel records.
  • Create and maintain substitute teacher handbooks, user guides, and training materials.
  • Build and maintain positive relationships with substitute teachers, school administrators, and internal team members.
  • Respond professionally to employee and client concerns, address staffing issues, and manage feedback, including online reviews when appropriate.
  • Prepare reports related to recruiting, staffing, attendance, payroll, and other operational metrics.
  • Handle confidential employee and candidate information with discretion.
  • Work independently with minimal supervision while effectively managing multiple priorities in a fast-paced environment.
  • Perform other duties as assigned to support business operations and organizational goals.

Qualifications

  • Associate's degree required; Bachelor's degree preferred.
  • Minimum of 2 years of experience in recruiting, staffing, operations, human resources, or program management.
  • Experience recruiting, interviewing, and hiring employees preferred.
  • Previous experience in education staffing, workforce management, or customer service is a plus.
  • Must successfully pass a background check and fingerprint clearance.
  • Knowledge of employment laws, hiring practices, I-9 compliance, E-Verify, and payroll processes.
  • Experience with scheduling software, applicant tracking systems (ATS), payroll systems, and Microsoft Office Suite.
  • Strong organizational, time management, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to build strong relationships with candidates, employees, schools, and community partners.
  • Self-motivated with exceptional attention to detail and the ability to manage multiple priorities.

Work Environment & Physical Requirements

  • Position based on-site at the Central Office.
  • Monday-Friday, 7:30 AM-4:30 PM (subject to change based on Organization needs)
  • Flexibility to work occasional evenings and weekends for recruiting events or staffing needs.
  • Occasional light lifting.
  • Travel to schools, job fairs, recruitment events, and community outreach activities as needed.
