Job description

System Dynamic International, Inc is looking for a Program Controller with hands-on experience in government contracting to support the financial health of our contracts from award through closeout. This role works closely with Program Managers, Contracts, and Leadership to keep programs compliant, on track financially, and audit-ready.

Required Skills:

  • Manage the financial oversight of government contracts, ensuring compliance with contractual requirements, internal controls, disclosed practices, and company policies, including Individual Work Authorizations (IWAs).
  • Perform ongoing program financial analysis to ensure contracts remain within negotiated scope, funding, and cost parameters.
  • Support government contract accounting activities, including proper cost classification, billing support, billed/unbilled analysis, revenue recognition, and coordination with accounting to ensure compliance with FAR and company accounting practices.
  • Develop and maintain program budgets, schedules, and forecasts; analyze revenue, cost, profit, funding status, and variances.
  • Prepare and deliver monthly contract financial reports for customers and internal leadership.
  • Review customer requests for estimates and develop cost and pricing models.
  • Support proposal pricing efforts, ensuring alignment with RFP requirements, statements of work, and company pricing standards.
  • Determine appropriate estimating methodologies and document assumptions used in proposals and reforecasts.
  • Analyze historical cost and performance data to support pricing, forecasting, and risk assessments.
  • Participate in pricing reviews with management and, when appropriate, customer representatives.
  • Support audits, fact-finding requests, proposal updates, and negotiations.
  • Work as part of the contract negotiation and pricing team, supporting data-driven decision-making.
  • Identify opportunities to improve processes, reporting accuracy, and efficiency across program finance and pricing activities.

Required Qualifications

  • Bachelorโ€™s degree in Finance, Accounting, Business, Economics, or a related field. (experience in lieu of a degree is acceptable)
  • Experience in program controls, project controls, pricing, or government contract finance.
  • Working knowledge of government contract accounting concepts, including billed vs. unbilled, indirect costs, cost controls, and contract funding limits.
  • Strong Excel skills with the ability to build and maintain financial models.
  • Ability to clearly communicate financial information to Program Managers and non-finance stakeholders.
  • High attention to detail and comfort working in a compliance-driven environment.

Preferred Qualifications

  • Experience supporting DoD or other federal contracts.
  • Familiarity with government contract types (FFP, T&M, Cost-Type).
  • Experience with GovCon ERP systems (e.g., Deltek Costpoint, Unanet).
  • Exposure to audit support (DCAA/DCMA) and pricing negotiations.
  • Ability to obtain or maintain a security clearance, if required by contract.
