Job Description The Senior Program Finance Analyst will be responsible for supporting daily execution of engineering development and production programs. Will provide financial support to Program Managers and Finance Leadership in the areas of program cost analysis, cost estimating, cash flow monitoring, gross margin analysis, and variance analysis/reporting.

A professional at this grade applies technical program finance and government contracting knowledge, making independent judgements based on significant previous experience to support decision making. Often seen as a referral point or senior team member to escalate more complex problems. Roles will act independently with minimal guidance and may act as formal mentors for junior staff.

Responsibilities

  • Budget & Financial Management: Develop and manage project budgets, estimates, and forecasts to ensure execution aligns with cost and revenue expectations. Maintain accurate revenue recognition, invoicing, funding, gross margins, cash flow, and risk assessments.
  • Cost Monitoring & Analysis: Monitor costs weekly to ensure alignment with budgets and proper account charging. Investigate variances, perform cost analysis using Earned Value Management (EVM) techniques to support formal EVM contractual requirements, and implement corrective actions as needed.
  • Financial Reporting: Prepare and deliver internal and external financial reports, including IPMDAR EVM submissions, monthly revenue and cost forecasting, financial status updates, EACs, funding reports, and executive reviews. Ensure timely submission of invoices to customers and resolution of unpaid invoices or write-offs.
  • Contract & Schedule Oversight: Incorporate contractual changes into control systems to maintain accurate cost and schedule baselines. Collaborate with program teams to develop, update, and status schedules as required.
  • Budgeting & Planning: Support Program Managers as needed with Work Breakdown Structures (WBS), time-phased budgets, schedules, and Estimate to Completes (ETCs), providing detailed analyses and recommendations.
  • Proposal & Pricing Support: Serve as a proposal pricing analyst and contribute to new business opportunities.
  • Contract Deliverables: Prepare financial contract data requirements lists (CDRLs) for timely delivery as required.
  • Internal Reviews: Prepare quarterly EAC review data and monthly program review presentations for executive management and leadership. Will utilize Cobra to calculate and analyze EVM metrics presented.
  • Project Closeout: Oversee project closeout activities, ensuring all financial and administrative tasks are completed including indirect rate adjustments. Knowledge of indirect cost rate structures and their application to contract pricing and closeout.

Required Skills

  • Bachelor's degree in Accounting, Finance, or a related field or equivalent experience
  • 5-10 years of project cost accounting experience on government contracts with exposure to DCMA and FARS
  • Knowledge of earned value management and scheduling tools (Cobra)

Desired Skills

  • Knowledge of Deltek Costpoint ERP Systems and related tools
  • Direct support of programs with formal Earned Value requirements
