Job Description Summary:

The Senior Program Finance Analyst ensures financial acumen, accuracy, and dedicated support to the program(s) that they support. This role will support their finance leadership, Program Managers, Control Account Managers (CAMs), and Schedulers to meet program objectives and provide accurate metrics on schedule and cost performance utilizing Earned Value or related program control principles. This role will be able to support program level planning activities, new business planning activities, and develop an understanding the of the overall financial position of their program(s). This role will be accountable to develop and communicate effectively on the results and other key performance measures, including financial contract deliverables where applicable (CDRL/SDRL). The role with have a working knowledge of related regulations and is able to apply that working knowledge and work autonomously the majority of the time.

Job Description:

Duties/Responsibilities
Provides timely and accurate metrics on schedule and cost performance utilizing Earned Value or related processes.
Supports all baseline development activities and development of charge numbers and WBS as applicable.
Provides updates/changes as required, for programs with and without Earned Value requirements, in applicable tools (ERP or Cobra).
Provides analysis and reports on the performance variances to budget and assist with recovery plans as needed.
Analyzes and reports risks & Opportunities to the baseline cost, schedule, and the EAC.
Ensures timely maintenance of the Project-Activity Structure (Charge Numbers).
Provides timely completion of the Estimate at Complete (EAC) process, processing time-phased estimate to complete updates, and EAC package support for Program Financial Planning and Reporting.
Develops and Monitors the program level time-phased plan to support an overall program level view of revenue for forecast, budget, and 5-year planning processes.
Provides the financial data inputs, analysis, and applicable variance narrative for Program Management Reviews (PMRs) and Quarterly Business -Reviews (QBRs).
Provides timely invoicing and collection of customer receivables.
Reviews and communicates the status of program financials, including the status on funding, and disposition of funding that is subject to cancellation.
Performs other duties as assigned.
Skills/Abilities
Able to use EVMS principles in daily operations with proven expertise.
Knowledge of program financial controls with DoD programs.
Knowledge of relevant federal acquisition regulations and standards such as CAS/FAR/DFARS.
Knowledge of different contract types (FFP, FPIF, CPFF, CPIF, T&M).
Knowledge of relevant accounting subject matters, including revenue recognition.
Ability to present complex information to all levels of management.
Excellent verbal and written communication.
Proficient with Microsoft software applications.
Strong Excel skills.
Excellent analytical and problem-solving ability.
Ability to multi-task and is detail oriented.
Ability to ensure tasks are completed on time and accurate.
Self-starter that is capable of working independently.
Education
Requires a Bachelor's in Accounting, Finance or relevant discipline, Master's Degree preferred
Experience
Requires 7 - 10 years of related experience.

The US base salary range for this full-time position is

$95,000.00 - $245,000.00

Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
