Job Description: Exceptional Children (EC) Program Facilitator- Compliance
Position Purpose / Nature of Work
Provides leadership in the implementation, monitoring, and evaluation of special education programs to ensure compliance with federal and state laws, including North Carolina Policies Governing Services for Children with Disabilities. This position serves as a liaison between the central office and schools to support the accurate implementation of special education requirements through technical assistance, compliance monitoring, problem solving, and data analysis. This role serves as district leadership providing technical assistance, coaching, compliance, and some instructional monitoring while supporting administrators in decision-making related to Exceptional Children programming. Collaborates with administrators, educators, families, and community partners to strengthen practices, monitor progress systems, and address systemic barriers.
This role provides district leadership in district efforts related to ECATS data management, special education record review, compliance reporting, and monitoring systems to ensure the provision of a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE) through data-informed practices and continuous improvement while adhering to special education regulations. The position supports administrators and school personnel in understanding implementation of requirements, maintaining accurate documentation, resolving compliance concerns, and utilizing data to improve district implementation of special education services.
Education, Training, and Experience
- Bachelor's degree from an accredited college or university in Special Education or a directly related field.
- Multiple years of successful teaching experience or related school-based professional experience.
- Demonstrated leadership experience in assessing student needs, supporting instructional improvement and adhering to special education regulations
- Experience planning, developing, and implementing programs; evaluating program effectiveness; and designing and delivering professional development for staff.
Certification and License Requirements
- Hold or be qualified to hold a North Carolina Professional Educator's License in Exceptional Children or a directly related field.
- Must hold and maintain a valid motor vehicle operator's license in accordance with State of North Carolina requirements.
Preferred Qualifications
- Master's degree from an accredited college or university in Special Education or a directly related field.
- Administrative and/or supervisory experience at the school or central services level.
Performance Responsibilities / Essential Functions
The EC Program Facilitator provides leadership and technical assistance to support effective programming and compliance for students with disabilities, within all levels across the educational environment.
Compliance Monitoring, Data Management, and Program Implementation
- Provide leadership in the implementation and monitoring of Exceptional Children programs in accordance with federal regulations, state laws, and North Carolina Policies Governing Services for Children with Disabilities, ensuring consistent application of procedural requirements and safeguards.
- Develop and maintain district monitoring systems to evaluate compliance indicators, documentation practices, required timelines, and implementation of special education services, including conducting audits and identifying areas for corrective action or continuous improvement.
- Serve as a district resource by providing technical assistance and guidance regarding eligibility, evaluations, IEP development, discipline procedures, transition requirements, and other special education processes to support compliant and programming decision-making.
- Analyze compliance and program data to identify trends, support district improvement efforts, and assist with state monitoring activities, complaints, due process, and corrective action requirements.
- Develop guidance documents, resources, and implementation tools that support consistent districtwide application of special education policies and procedures.
ECATS Data Management, student information systems and Reporting
- Serve as a district lead for Exceptional Children Accountability and Tracking System (ECATS) implementation and other student data management systems aligned for programming for students with disabilities.
- Monitor data quality for implementation, ensuring the accuracy, integrity, and completeness of special education data and documentation with reporting requirements and maintenance of educational records.
- Provide training, coaching, and technical assistance to staff regarding ECATS procedures, documentation requirements, data entry practices, and reporting requirements.
- Generate and analyze reports from ECATS and other student information systems to monitor performance indicators, support decision-making, and prepare required reports, audits, and monitoring documentation.
Technical Assistance and Professional Learning
- Provide training and technical assistance related to North Carolina Policies Governing Services for Children with Disabilities, programming implementation of special education procedures, and compliance requirements.
- Support district and school teams in interpreting and applying special education regulations to complex situations.
- Develop resources and procedural guidance to strengthen districtwide consistency in implementation of special education programming.
Collaboration, Operational/Systems Support and Additional Responsibilities
- Collaborate with district and school administrators to monitor implementation of special education requirements and address compliance concerns. Partnerning with multidisciplinary teams to identify barriers and develop actions that improve district practices.
- Participate in state, regional, and district meetings related to compliance, ECATS implementation, monitoring activities, and special education program requirements.
- Maintain inventory and/or manage materials, supplies, and educational tools adhering to special education programming
- Assist with various grant development/ implementation and resource acquisition to enhance programming for Exceptional Children.
- Perform other duties as assigned by the supervisor.

- Extensive knowledge of the Individuals with Disabilities Education Act (IDEA), Section 504, North Carolina Policies Governing Services for Children with Disabilities, and related federal and state regulations.
- Extensive knowledge of special education procedural requirements, eligibility criteria, evaluation processes, IEP development, disciplinary protections, transition requirements, and procedural safeguards.
- Extensive knowledge of ECATS functionality, data management practices, reporting requirements, and compliance monitoring systems.
- Knowledge of state performance indicators, compliance monitoring processes, and corrective action procedures.
- Ability to analyze compliance data, identify trends, and develop recommendations for systemic improvement.
- Ability to conduct audits, reviews, and monitoring activities with attention to detail and regulatory requirements.
- Ability to interpret and communicate complex legal and procedural information to administrators, staff, and families.
- Strong organizational skills with the ability to manage multiple timelines, compliance requirements, and reporting deadlines.
- Ability to develop and deliver technical assistance and professional learning related to special education compliance and data management.
- Proficiency in ECATS, Infinite Campus, Office application systems (Microsoft), Google Workspace, and other state and district data systems.
- Ability to establish and maintain collaborative relationships while providing guidance regarding compliance expectations and corrective actions.
