Job description
The Contractor shall perform strategic program integration activities that strengthen OCFO-wide coordination, visibility, and alignment across all divisions. At a minimum, the PMs shall: Provide OCFO leadership with real-time visibility of workflows, risks, priorities, and cross-division interdependencies, enabling informed decision-making and early detection of misalignments or emerging issues. Coordinate actions across all OCFO divisions to ensure unified execution of OCFO priorities, consistent communication, and synchronized timelines.
Maintain a consolidated program tracker capturing milestones, tasks, suspense dates, blockers, risks, and division-specific dependencies to support ongoing monitoring and leadership oversight. Facilitate cross-division planning sessions, recurring touchpoints, and coordination meetings, ensuring alignment with OCFO leadership priorities and consistent communication across all stakeholders. Support OCFO-wide strategic initiatives by integrating input from all divisions and ensuring updates, decisions, and requirements flow consistently across the organization, reducing fragmentation and information silos.
Ensure timely dissemination of priorities, directives, and policy changes by serving as a centralized coordination point, helping divisions understand impacts, required actions, timelines, and follow-up expectations. Promote operational alignment by identifying cross-divisional dependencies, resource constraints, or overlapping efforts, and proposing integration approaches or sequencing adjustments to maintain efficiency and prevent delays. Support OCFO leadership in preparing for audits, reviews, and strategic engagements by ensuring that data, tasks, and supporting materials from multiple divisions are synchronized and ready for presentation.
B. Problem Identification and Resolution Conduct continuous engagement with divisions to identify bottlenecks, delays, role/access issues, workflow gaps, unmet dependencies, and recurring breakdowns in coordination, ensuring issues are surfaced early and communicated consistently. Analyze root causes using data, systems reports (e.g., FBMS, Power BI dashboards), stakeholder feedback, and process walkthroughs; develop clear, actionable solutions that address structural, procedural, or resource-related contributors to division challenges
Document identified issues, recommended corrective actions, and required followups, ensuring transparency for OCFO leadership and enabling timely decision-making. Track resolution progress through a structured issue and risk log, monitor aging items, verify completion, and communicate changes in risk status or operational impact. Escalate unresolved issues to OCFO leadership with recommended actions, supporting informed decisions and helping ensure priorities and resources are aligned to remove barriers.
Identify cross-division impacts when issues arise, ensuring that delays or problems in one division do not create cascading operational risks affecting financial reporting, systems readiness, grants management, or internal evaluation activities. Provide proactive alerts to leadership when issue trends indicate emerging risks, such as repeated system access problems, workload concentration, delays in statutory deliverables, or signs of insufficient coordination across divisions. Assist divisions in implementing corrective actions, including updating workflow documents, revising Standard Operating Procedures (SOPs), coordinating with system administrators, or facilitating followup meetings to ensure sustained resolution.
C. Data Analytics & Dashboard Development Build dashboards showing performance trends, cycle times, service level agreement (SLA) adherence, workload distribution, accuracy metrics, and other key indicators needed by OCFO leadership, ensuring visibility into division-level operations and enterprise-wide performance. Use analytics to identify process inefficiencies, unused or underutilized system features, emerging risks, recurring error patterns, and opportunities for automation or standardization, providing data-driven recommendations to address root causes.
Produce weekly, monthly, and quarterly data-driven reports for leadership, incorporating narrative analysis, visualizations, trend summaries, risk indicators, and actionable insights that support executive decision-making and operational planning. Validate data sources and ensure consistency across reports and dashboards to maintain data integrity and alignment with OCFO standards. Develop and maintain automated or semi-automated reporting mechanisms (e.g., Power BI, Power Apps, Power Automate) to reduce manual workload, increase accuracy, and ensure timely reporting
Monitor key performance indicators (KPIs) and performance thresholds, alerting leadership of deviations, delays, emerging risks, or declining performance trends requiring intervention. Support audit readiness and compliance activities by preparing analytical summaries, metric snapshots, and historical trend data required for internal and external reviews. D.
AI Readiness, Use Case Development, and Workflow Automation Identify OCFO processes that could benefit from AI automation or augmentation, including opportunities to reduce administrative burden, improve consistency, enhance data accuracy, accelerate cycle times, or strengthen compliance across OCFO divisions. Work with each OCFO division to produce standardized process writeups, consisting of: One paragraph describing the current-state process, including pain points, manual work steps, system dependencies, and workload drivers. One paragraph describing future-state AI or automation enhancements, detailing how intelligent tools could improve cost, speed, accuracy, effectiveness, transparency, or customer experience.
Suggest appropriate AIenabled tools and technologies, based on OCFO needs and Federal/DOI-approved capabilities-including, but not limited to: AI-powered document generation Predictive analytics for trend identification and anomaly detection Workflow automation using Power Apps and Power Automate Intelligent routing, workload balancing, and automated task assignment Data extraction, validation, and structured transformation tools Help design pilots for automation, supporting early adoption of intelligent workflows by drafting pilot requirements, coordinating with system administrators, preparing test scripts, capturing pilot metrics, documenting lessons learned, and recommending iterative refinements before broader deployment across OCFO. Evaluate AI readiness within each division, including workforce comfort with AI tools, training needs, data availability, system constraints, and governance considerations. Support OCFO in integrating AI into modernization efforts, including Copilot-assisted processes already in development across other IA components, and ensure future AI recommendations align with DOI's approved toolsets, FedRAMP requirements, and security/compliance expectations.
Document AI and automation opportunities in an OCFO-wide "AI Opportunity Register," tracking recommended use cases, impacts, decision points, development status, risks, blockers, and pilot outcomes. E. Workflow Standardization and Process Improvement Map currentstate workflows and identify friction points, including bottlenecks, redundant approval steps, inconsistent task sequencing, fragmented intake processes, and unstandardized division-level procedures that affect cycle time and workload distribution.
Recommend streamlined processes that increase efficiency, reduce administrative burden, improve consistency, and strengthen compliance, incorporating automation opportunities where feasible (e.g., Power Automate routing, template-based intake forms, standardized triggers, reminders, and AI-assisted step reduction). Draft or update SOPs, quick reference guides, templates, job aids, workflow diagrams, and decision trees to support OCFO-wide process consistency and reduce variation in execution across divisions. Ensure updates reflect current systems, policies, federal requirements, and OCFO operational priorities
Capture process dependencies across divisions to ensure workflow standardization supports endtoend continuity rather than creating isolated improvements. Eliminate unnecessary manual steps by integrating lowcode automation tools, including SharePoint-driven workflows, Power Apps forms, and AI-enabled document generation, in alignment with OCFO's modernization and AI-readiness posture shown in your supervisor's draft. Support continuous improvement by documenting findings and recommendations in an OCFO-wide workflow improvement register, updating process maps as changes are implemented, and validating revised processes with division stakeholders.
Align workflow improvements with audit, compliance, and statutory requirements, ensuring standardized workflows support OCFO's yearend activities, reporting obligations, and internal control expectations. Coordinate with system administrators, policy leads, and functional experts to ensure standardized workflows are practical, adoptable, and configured properly within OCFO's enterprise systems (FBMS, Power Apps, S4HANA, SharePoint).
