As a Delivery Senior Consultant, Software Engineering Solutions on the team, you will:

  • Serve as the Product Specialist and subject matter expert (SME) for Medicaid Provider Enrollment operations, including enrollment, revalidation, provider screenings, sanction checks, and disenrollment processes.
  • Lead end-to-end requirements management by facilitating stakeholder workshops, eliciting business needs, developing BRDs and functional specifications, and translating CMS regulations into actionable product requirements.
  • Partner with state agency clients, engineering, QA, architecture, and PMO teams to define product roadmaps, prioritize features, refine user stories, and ensure successful delivery across the full Software Development Lifecycle (SDLC).
  • Drive Agile delivery by facilitating sprint ceremonies, supporting UAT and deployment activities, managing hypercare support, and presenting project status, risks, and recommendations to executive stakeholders.

  • Bachelor's degree 
  • Limited immigration sponsorship may be available
  • 5+ years of experience supporting Medicaid MMIS programs, government healthcare IT initiatives, or provider enrollment platforms, with direct knowledge of provider onboarding, revalidation, screenings, and disenrollment workflows.
  • 5+ years of business analysis and requirements management experience, including development of BRDs, FRDs, use cases, user stories, process flows, data flow diagrams, and acceptance criteria.
  • 3+ years of experience interpreting and applying CMS Provider Enrollment regulations (42 CFR Part 455/457), HIPAA requirements, and healthcare compliance standards within technology solutions.
  • 3+ years of experience working in Agile/Scrum environments, collaborating with cross-functional teams to deliver configurable, multi-state or multi-tenant provider enrollment solutions using tools such as Jira and Confluence.
  • Delivery Center Location & Travel Requirements:
    • Hybrid Work Model: Operate under a hybrid system requiring residence within a commutable distance to one of the US Delivery Center locations (Gilbert, Lake Mary, or Mechanicsburg) 
    • Co-location Expectation: Spend up to 30% of working time co-located at an assigned office for orchestrated opportunities, including projects, practice sessions, training, and Moments That Matter at a Deloitte Delivery Center location, Geo-Hub location, approved site, or project location
    • Travel Requirement: Maximum of 10% overnight travel for client or project purposes
    • Relocation Requirement: If relocation is necessary, complete the move within 12 weeks from the start date to reside within a commutable distance
