Job description

The Program Manager provides program management lifecycle support for the Nuclear Biological and Chemical Sensor processing Group (NBCSPG), Joint Biological Point Detection System (JBPDS), Chemical Biological Mass Spectrometer (CBMS) Block II, and Joint Services Lightweight Standoff Chemical Agent Detector (JSLSCAD) programs.


  • Prepare, deliver, and maintain a Schedule using Microsoft Project for this task.
  • Document on the schedule the breakdown of PWS requirements into detailed tasks and subtask elements.
  • Calculate tracking measures of the tasks, including cost variance, cost efficiency, completion estimates, and performance indexes.
  • Identify the personnel resources that will be supporting execution of the requirements of the PWS.
  • Attend meetings and provide the COR and stakeholders with briefing information in the form of presentations, papers, and/or analyses as directed.
  • Develop and maintain a Program Management Plan (PgMP) to include a project and administrative management plan as a foundation for technical direction and resource management planning.
  • Foster the leveraging of artificial intelligence (AI) integrations to enhance operational efficiency, strategic alignment, and data-driven decision-making.
  • Establish and maintain a mature, customer-focused program management framework that enables continuous delivery of program and project outcomes, real-time alignment between operational environments and business data, risk-aware decision-making, efficient resource utilization, and cost-effective contract performance
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Serve as the primary client relationship manager within the program office
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provides high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conducts manpower assessments and risk management, as required.
  • Manages the overall contract on-site. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff is adequate for meeting the deliverables.

Required:

  • Bachelor's Degree in Computer Science or similar Information Technology Field.
  • 10 years' experience managing a program with an annual budget exceeding $9M
  • Certification in program management (i.e., Program Management Professional (PMP)
  • Knowledge of AI solutions
  • Demonstrated success in working with clients for on-contract business growth
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
