Job description

Responsibilities This senior-level position leads program management and technical oversight for U.S. Navy Submarine Tactical Network Programs in support of NUWCDIVNPT Code 25. The ideal candidate brings established relationships within the submarine Tactical Networks community and serves as a trusted advisor to senior government leaders, managing client relations and program resources to deliver high-quality solutions on time and within budget.

The selected candidate will play a critical role in shaping Noblis' presence and strategy in the submarine Tactical Networks space. Key Responsibilities * Lead individual contributors, task managers, and project managers executing science and technology programs of significant scope and complexity in support of PEO C4I PMW 160 submarine Tactical Networks programs, including CANES (AN/USQ-208), SubLAN (AN/USQ-177), ADNS, ACS, and future Tactical Networks Next Generation (TN Next Gen) systems aboard SSN, SSBN, SSGN, SEAWOLF, VIRGINIA, and Columbia-class submarines. * Manage client relationships with NUWCDIVNPT Code 25 and senior government stakeholders across PMW 160, PEO Submarine, and DRPM AUKUS, serving as a strategic advisor and trusted partner to drive program success and grow the Noblis submarine Tactical Networks work program.

* Oversee program execution using Noblis EPM and QMS tools, ensuring delivery of high-quality program artifacts including Work Breakdown Structures (WBS), schedules, cost estimates, risk registers, and financial management reports in support of O&MN, OPN, SCN, RDT&E, and FMS funding streams. * Apply expertise in submarine modernization and alteration processes, Navy Configuration Management (CMPro), and PEO C4I knowledge to guide technical trade-offs, ECR adjudication, CCB/PTRB presentations, and Integrated Master Schedule (IMS) maintenance. * Identify, qualify, and support capture of new business opportunities within the submarine Tactical Networks domain, collaborating with corporate BD leadership and contributing to proposal development and strategy.

* Manage subcontractor relationships and coordinate across internal and external resource networks to ensure integrated, mission-aligned program delivery across CONUS and OCONUS TDY locations including shipyards, submarine bases, and allied partner sites. * Attract, develop, and retain high-performing technical talent across, ncluding managers; provide performance input to People Managers and foster a culture of innovation and collaborative problem-solving. * Operate with significant autonomy under general direction, demonstrating sound judgment in ambiguous situations and escalating appropriately to senior leadership on novel, out-of-policy, or strategic issues impacting the submarine Tactical Networks mission.

Required Qualifications * Bachelor's degree in Engineering, Computer Science, Information Technology, or a related technical field; Master's degree preferred. * Minimum of 10 years of experience supporting U.S. Navy submarine network or combat systems programs.

* Minimum of 3 years of experience managing staff. * Active Secret security clearance required; TS/SCI eligibility required; U.S. Citizenship required.

* Demonstrated expertise in PEO C4I systems, submarine modernization and alteration procedures, and Navy Configuration Management tools. * Prior work experience at NUWCDIVNPT * PMP certification * Proficiency with JIRA, Microsoft Project, and Microsoft 365/Flank Speed highly desirable. #nowhiring Desired Qualifications * Prior work experience directly supporting NUWCDIVNPT Code 25 submarine Tactical Networks programs, with established relationships across PMW 160, PEO Submarine, and NAVWAR stakeholders.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws.

The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
