Federal Programs and Grant Coordinator - Half Time

POSITION SUMMARY

The Federal Programs and Grant Coordinator supports Delta County School District 50J by securing and administering external funding and coordinating assigned federal programs. The position leads grant development, grant administration, compliance, reporting, and program coordination; collaborates with District leaders, staff, families, and community partners; and serves as a District liaison to the Colorado Department of Education, federal agencies, and other grantors. The position works closely with the Superintendent.

REQUIREMENTS

  • Bachelor's degree from an accredited college or university.
  • Minimum of three years of successful experience in public education, grant administration, federal programs, or a closely related field.
  • Demonstrated ability to plan, organize, solve problems, meet deadlines, and implement complex projects.
  • Excellent written, verbal, interpersonal, and presentation skills.
  • Fingerprint and background clearance.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

PREFERRED QUALIFICATIONS

  • Advanced degree in education, public administration, or a related field.
  • Experience administering federal education programs and a thorough understanding of applicable federal and state requirements.
  • Successful grant-writing and grant-management experience.
  • Knowledge of Colorado Department of Education grant systems and reporting requirements.
  • Bilingual English/Spanish communication skills.

ESSENTIAL JOB FUNCTIONS

  • Organize and submit required applications, plans, amendments, and reports to the Colorado Department of Education and other funding agencies for assigned federal, state, local, and private programs.
  • Coordinate assigned federal programs, which may include Title I-A, Title I-C (Migrant), Title II, Title III, Title IV, McKinney-Vento, and other programs as assigned.
  • Research and identify federal, state, foundation, corporate, and community grant opportunities aligned with District priorities and student needs.
  • Collaborate with administrators, teachers, program staff, the Business Office, and community partners to develop grant narratives, goals, measurable objectives, implementation plans, evaluation measures, and budgets.
  • Prepare and submit competitive grant applications, continuation applications, amendments, budget transfers, reimbursement requests, and required performance reports by established deadlines.
  • Maintain fiscal responsibility by monitoring budgets and expenditures, reviewing requests for grant-funded purchases, coordinating reimbursement processes, and maintaining required equipment and inventory records.
  • Monitor grant-funded programs and interventions to ensure compliance with grant requirements, federal and state law, Board policy, approved budgets, and program objectives.
  • Maintain accurate grant files and documentation for reporting, audits, monitoring visits, program reviews, and records-retention requirements.
  • Coordinate program reporting and evaluation, including analysis of student and program outcomes, and recommend changes or improvements as appropriate.
  • Collaborate with the District Curriculum Director, Director of Special Education, principals, and other leaders to support coordinated academic programs for students performing below state and federal standards.
  • Provide technical assistance and consultation to principals, teachers, and program staff regarding program implementation, allowable expenditures, documentation, and compliance.
  • Coordinate or arrange professional development related to assigned federal programs and grant-funded initiatives.
  • Consult with teachers, families, non-public schools, community organizations, and other required stakeholders in accordance with program requirements.
  • Serve as a District liaison to the Colorado Department of Education, federal agencies, and other grantors for assigned programs.
  • Coordinate District responsibilities under the McKinney-Vento Homeless Assistance Act and other assigned student-support programs.
  • Coordinate required services and consultation for eligible non-public schools and institutions serving neglected or delinquent children.
  • Develop and maintain an annual grant calendar and provide regular updates to District leadership regarding applications, awards, deadlines, compliance requirements, and outcomes.

GENERAL RESPONSIBILITIES

  • Interact effectively and professionally with students, families, staff, administrators, Board members, community partners, and the public.

  • Keep current with relevant laws, regulations, research, technology, grant requirements, and professional standards.
  • Attend meetings, conferences, training sessions, and professional development activities as required.
  • Travel throughout the District and attend occasional evening or weekend meetings and events.
  • Perform other duties as assigned by the Superintendent that are consistent with the responsibilities of the position.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of federal and state education programs, grant compliance, budgeting, reporting, program evaluation, and records management.
  • Ability to obtain, organize, analyze, and communicate complex information for audiences with varied interests and levels of understanding.
  • Ability to write and edit clear, accurate, compelling, and audience-appropriate materials under tight deadlines.
  • Ability to exercise sound judgment in handling sensitive or confidential matters.
  • Ability to manage multiple projects, deadlines, budgets, and reporting requirements with a high degree of accuracy.
  • Ability to establish and maintain effective working relationships and to facilitate collaboration among diverse stakeholders.
  • Proficiency with Google Workspace and Microsoft Office.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work is primarily performed in an office and school environment with frequent computer use and interaction with District employees and the public. The position requires travel among District sites and availability for occasional evening and weekend meetings, events, or urgent communications. The employee must be able to sit or stand for extended periods, use a computer keyboard and other office equipment, and occasionally lift and carry materials weighing up to 25 pounds.
