Work Location: This position is Onsite

Job Description:

We Are Seeking an experienced Program Manager to oversee complex water and wastewater infrastructure projects from planning and design through construction and final implementation. This role will manage Capital Improvement Program (CIP) projects involving pipelines, pump stations, storage facilities, wells, sewer systems, and related municipal infrastructure.

The ideal candidate will have strong project management and engineering experience, with the ability to develop project scopes and cost estimates, manage consultants and contractors, review technical designs, administer construction contracts, and coordinate activities across operational teams, customers, and other stakeholders.

Responsibilities:

·         Manage CIP replacement and rehabilitation projects involving water and wastewater infrastructure.

·         Participate actively in the planning, design, construction, and closeout of infrastructure projects.

·         Manage projects involving large-diameter water pipelines, booster pump stations, steel tanks, concrete reservoirs, pressure-reducing valve stations, and water production and storage wells.

·         Oversee wastewater projects involving sewer main assessments, manhole assessments, force mains, and lift station assessment, rehabilitation, and replacement.

·         Develop project scopes, schedules, budgets, and cost estimates.

·         Facilitate long-range infrastructure planning and project development.

·         Procure and administer construction contracts.

·         Manage consultants, contractors, and project staff throughout the project lifecycle.

·         Review consultant proposals, payment applications, permits, design documents, and construction drawings.

·         Conduct technical reviews of engineering plans, specifications, and other project deliverables.

·         Coordinate design and construction activities with customers, operational staff, contractors, consultants, and other departments.

·         Monitor project progress, deliverables, costs, and schedules.

·         Support the resolution of technical, construction, and project-related issues.

·         Ensure project activities align with applicable engineering, construction, and organizational requirements.

·         Coordinate the integration of final construction documentation into Work and Asset Management systems.

·         Provide project management guidance and technical coordination throughout the Capital Improvement Program.

Required Skills

·         Bachelor's degree in Engineering or a related field.

·         3+ years of experience in project management.

·         2+ years of experience managing consultants and contractor staff for Capital Improvement Projects or large private-industry projects.

·         Experience developing project scopes of work and reviewing proposals.

·         Experience reviewing payment applications, permits, design drawings, and construction drawings.

·         Experience with municipal water and wastewater infrastructure projects.

·         Professional Engineer (PE) registration.

·         Experience with Work and Asset Management systems.

·         Knowledge of Capital Improvement Program planning and administration.
