This position will report directly to the Vice President of Operations and will be responsible for all contractual and financial requirements while ensuring compliance and strategic objectives. This position will require exceptional program management skills to create change and the ability to implement best practices and provide excellent customer service. The Program Manager has overall responsibility for cost, schedule and technical performance of the operation. Accountable for supply chain processes from ordering through shipping, and quality management aspects of the operation
Job Summary
  • Provides direction and leadership to operation and site assigned personnel.
  • Prepares and submits site labor/non-labor budgets, forecast estimated costs and control.
  • Coordinates range scheduling with the government representatives as required.
  • Oversee scheduling of work assignment and workloads in accordance with operational tasking and maintenance requirements.
  • Oversee the entire flow of goods from ordering, including inventory receiving, inspection and verification, transportation planning, coordinating and responding to suppliers and the US Government, ensuring timely deliveries, and confirmation of receipt.
  • Identify issues and adapt program plans according to the customer's feedback on the program's cost, performance, quality, purchases, schedule, and risk.
  • Develop and manage the program budget, ensuring that resources are allocated effectively to meet program objectives.
  • Addresses contractual and technical programmatic issues and work with functional units to prepare modifications and negotiate changes with the appropriate customer.
  • Track performance metrics develop report formats and prepare reports that demonstrate contract performance for submission to management and the customer.
  • Facilitate regular meetings and updates with stakeholders to monitor progress and address any issues.
  • Ensure that the program complies with all applicable regulations, standards, and contractual obligations.
  • Identify potential risks and develop mitigation strategies to minimize impact on program performance.
  • Ensure success in meeting key performance indicators (KPIs).
  • Build and maintain strong relationships with internal and external stakeholders, including customers, suppliers, and regulatory agencies.
  • Act as the primary point of contact for all program-related inquiries and communications.
  • Identify opportunities for process improvements and innovations within the program to enhance efficiency and effectiveness.
  • Lead initiatives aimed at optimizing program performance and customer satisfaction.
  • Perform other duties as assigned.

Knowledge & Skills
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Working knowledge of Government Property Control/ Procurement procedures.
  • Leadership and management skills to direct assigned personnel to comply with established policies and procedures.
  • Must possess planning/organizing skills and must be able to work under deadlines.
  • Possess excellent communication, analytical, project management and supervisory skills. Desktop computer skills are essential with proficiency in full range of Microsoft Office products and should be capable of preparing management level reports and presentations.
  • Position requires some CONUS Travel and may be asked to travel OCONUS but not required.
  • Position requires the ability to qualify for and maintain a Security Clearance.
  • Possess a valid state issued driver's license.
  • Must be able to obtain and maintain U.S. passport for facility credentials/authorization.

Minimum Qualifications:
  • Bachelor's degree or equivalent combination of academic/technical/military training and experience.
  • Minimum qualifications 3+ years of relevant experience, FAA or DoD aviation supply parts experience.
  • Ability to obtain maintain US Secret Security Clearance. NOTE: United States Citizenship is required to obtain maintain US Secret Security Clearance.

Compensation Details:
145,000.00
