Job Description
We are currently seeking a Program Controls Manager to join us for management of Water and Wastewater programs in Washington DC, Virginia and Maryland area. This position will report to the VP Program Controls Practice Lead East, work closely with the program delivery leadership and manage a program controls team. The selected candidate will be an exceptional leader with proven track record of managing project controls and delivery of high performing capital programs of high strategic value and high level of execution complexity. The selected candidate will be responsible for the controls of project lifecycle for a portfolio of medium to large infrastructure projects involving capital planning and project delivery.
Functional responsibilities will include but not be limited to the following tasks:
  • Working as owners-adviser in a consulting environment within a collaborative team structure, and experience on large construction projects or programs. Substantial prior work experience in this capacity is preferred
  • Understanding and delivering program vs project objectives, provide oversight and leadership ensuring alignment with the strategic objectives set by senior leadership, include setting up benefits realization and performance metrics to meet the clients' CAPEX program objectives
  • Provide expert guidance during set up and configuration of Project control systems
  • Tracking and maintenance of overall program information and individual project elements, identifies and addresses project interdependencies
  • Engages in strategic collaboration with program leads and project managers to ensure optimal resource allocation and utilization
  • Establishes and maintains constructive relationships with project stakeholders and clients
  • Self-Motivated willing to take on issues and solve problems
  • Facilitates clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates
  • Maintains close working relationships with senior leadership to define and refine program-level objectives with precision
  • Delivers comprehensive and regular updates to senior leadership on program progress, challenges, and achievements, ensuring full transparency and accountability
  • Leads the coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectives
  • Leads data management for monitoring/reporting, support configuration and maintaining various Project Management Information Systems and other control systems
  • Leads Data analysis and program dashboard development, with tools such as Power BI for reporting and communication to all stakeholder levels
  • Experience using one or more Project Information Management platforms (ex: InEight, e-Builder, PMWeb, Procore, Kahua, Oracle Unifier)
  • Proven communication skills across multiple platforms - orally, in writing and through data presentation using Microsoft Word and PowerPoint
  • Track record of producing accurate and succinct monthly reports and responding to ad hoc client reporting requests
  • Shape and advance the organization's program controls capabilities

Qualifications
Minimum Requirements
  • Bachelor's degree in engineering, construction, computer science, business or related field, 10+ years of related experience or demonstrated equivalency of experience and/or education, including 2 years leadership experience
  • Minimum of 7 years of experience working with program controls

Preferred Qualifications
  • 15+ years of total experience in computer science, engineering, procurement and construction projects; experience outside of engineering and construction will be considered
  • Experience in Water, Sewer, and Wastewater projects
  • Experience delivering/working on projects of at least 500 Million CAPEX
  • At least 5 years of experience managing program and project controls
  • Experience in risk management, contracting and procurement would be beneficial
