DESCRIPTION: Patricio Enterprises is seeking a highly qualified Program Manager to support to the Marine Corps Capability Program Manager Marine Air Ground Task Force Command and Control (PM MAGTF C2). The selected candidate will support modernization and integration efforts focused on enabling all-domain situational awareness, data-centric operations, and multi-domain command and control (MDC2) capabilities across the MAGTF C2 portfolio. The Program Manager will lead coordination across government, contractor, engineering, cybersecurity, and operational stakeholders to accelerate delivery of integrated tactical command-and-control solutions aligned to Combined Joint All-Domain Command and Control (CJADC2) objectives.
Primary duties will include (but not limited to):
  • Lead program management and SETA support activities for MAGTF C2 modernization initiatives.
  • Coordinate cross-functional teams supporting tactical C2, mission command, combat control, interoperability, and common services capabilities.
  • Support integration of modular open systems architectures (MOSA) and enterprise C2 capabilities across multiple programs and stakeholders.
  • Provide acquisition, engineering, and operational coordination support for Agile, DevSecOps, and software acquisition pathway activities.
  • Support implementation of Continuous Integration (CI)/Continuous Delvery (CD) pipelines, software factory processes, and digital engineering practices.
  • Assist government leadership with strategic planning, portfolio management, risk management, requirements prioritization, and capability roadmaps.
  • Facilitate coordination between operational users, technical teams, cybersecurity personnel, and acquisition leadership.
  • Support technical reviews, integrated product teams (IPTs), design reviews, and program status reporting.
  • Assist with lifecycle management activities including integration, testing, fielding, sustainment, and configuration management.
  • Support interoperability and data orchestration efforts across joint, coalition, and multi-domain environments.
  • Develop executive-level briefings, decision support materials, and technical documentation.

KNOWLEDGE AND SKILLS:
  • Strong knowledge of DoD acquisition processes and adaptive acquisition pathways, including Software Acquisition Pathway and Middle Tier Acquisition (MTA).
  • Experience supporting command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR) or tactical C2 programs.
  • Understanding of CJADC2, mission command systems, tactical networking, and systems-of-systems integration.
  • Familiarity with Agile methodologies, SAFe, DevSecOps, CI/CD pipelines, containerization, Infrastructure as Code (IaC), and software factory concepts.
  • Knowledge of cybersecurity principles, Risk Management Framework (RMF), Zero Trust architectures, and Continuous Authority to Operate (cATO) concepts.
  • Experience supporting enterprise modernization, interoperability, and digital transformation initiatives.
  • Strong systems engineering, integration, organizational, and stakeholder management skills.
  • Excellent verbal and written communication skills with ability to brief senior military and civilian leadership.
  • Ability to manage competing priorities in fast-paced operational and acquisition environments.

EDUCATION / EXPERIENCE:
  • Bachelor's degree in Engineering, Computer Science, Information Systems, Business Management, or related field with minimum 10 years of experience supporting DoD acquisition, systems engineering, program management, or SETA efforts.
  • Master's degree in Engineering, Computer Science, Information Systems, Business Management, or related field with minimum eight (8) years of experience supporting DoD acquisition, systems engineering, program management, or SETA efforts.
  • Experience supporting software-intensive or enterprise modernization programs preferred.
  • Prior experience supporting USMC, Navy, or Joint C2/C5ISR programs highly desired.
  • Program Management Professional (PMP), DAWIA/Back-to-Basics Certification, SAFe, Agile, or Scrum certifications preferred.
