Description

SAIC has an immediate opening for a Program Control Manager, who will provide advanced financial oversight and analytical support to multiple government programs of varying size and complexity. In this role, you will is responsible for developing, managing, and analyzing program budgets, forecasts, cost models, and performance metrics. You will also interface closely with the customer Program Manager (PM) and Program Management Office (PMO), to include, contracts, finance, accounts receivable, procurement and subcontract management, to ensure accurate execution against financial goals. This principal-level position requires deep government contracting knowledge, strong problem solving skills, and the ability to influence decisions through expert analysis.

Key Responsibilities:

  • Lead financial planning activities for assigned programs, including budgets, forecasts, EACs, and revenue projections
  • Perform detailed cost tracking, variance analysis, and performance reporting for cost-plus, T&M, and fixed price programs
  • Prepare monthly financial reports, dashboards, and program review materials for leadership
  • Partner with Program Managers to interpret financial data, evaluate risks/opportunities, and support strategic decisions
  • Develop and review complex BOEs, pricing models, and proposal inputs for new business and contract modifications
  • Ensure compliance with FAR/DFARS, CAS, internal policies, and customer requirements
  • Coordinate with accounting, contracts, and procurement to validate data and resolve issues
  • Support internal and external audits, financial reviews, and data integrity checks
  • Submit and maintain purchase requisitions for materials
  • Drive process improvements in forecasting accuracy, reporting efficiency, and financial controls
  • Support other programmatic ad hoc requests, as needed, and adapt to the customer processes

Qualifications

  • Must currently hold a TS/SCI and Poly in order to be considered for the position
  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field
  • 15+ years of program control or financial analysis experience in a government contracting environment
  • Experience in providing financial tracking and support for the government customers in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting
  • Complete understanding of financial analysis such as return on sales (ROS), return on cost (ROC), annual operating plans, accounts receivable, and revenue/profit forecasting
  • Ability to prepare program baseline data, EAC development and cost estimating/pricing and complex variance analysis
  • Deep understanding of indirect rate structures, and government contract types
  • Ability to balance long-term thinking with short-term execution
  • High proficiency with Excel (pivot tables, lookups, modeling) and experience with ERP systems such as Costpoint, SAP, Oracle, or similar
