Overview
Program Manager (H20-2026-25349):
Bowhead is seeking to network with experienced and highly skilled Program Manager for an upcoming proposal effort. The ideal candidate will have a strong background in program and contract management, with expertise in various aspects of project planning, financial management, configuration and data management efforts, and technical direction. The Program Manager will be responsible for managing this contract that will provide engineering services to the NSWCDD Maritime Warfare Control Systems Division (H20) for the development of Maritime Command and Control systems, Warfare/Weapons Control systems, and future warfare development.

Responsibilities
Job duties will include but are not limited to:
  • Lead and oversee multiple complex projects simultaneously
  • Develop and implement business strategies aligned with organizational goals
  • Provide technical direction and guidance to project teams
  • Manage financial aspects of projects, including budgeting and cost estimation
  • Identify and mitigate risks associated with project execution
  • Ensure quality management through the formulation and enforcement of work standards
  • Oversee configuration and data management efforts
  • Handle DoD contract management responsibilities
  • Leverage efficient management processes to achieve cost savings
  • Prepare and present status reports to stakeholders

Qualifications
  • Bachelor's degree preferred, preferably in a STEM Discipline.
  • Fifteen (15) years of experience as a manager of a team of diverse skilled professional, technical, and support personnel involved in Naval systems design, development, test and evaluation, manufacturing, production, field support, and training curriculum development for Naval applications.
  • OR a Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physics, Operations Research, Computer Science, or Business and ten (10) years of experience as a manager of a team of diverse skilled professional, technical, and support personnel involved in Naval systems design, development, test and evaluation, manufacturing, production, field support and training curriculum development for Naval applications.
  • Five (5) years of the management experience comparable to size and scope of this SOW.
  • Experience with the planning, designing, coordinating, and management of software and hardware.
  • Experience providing technical direction and coordination of multiple complex projects to project personnel, and demonstrated responsibility for all aspects of performance and the overall direction of all project activities and personnel.
  • Experience in the management and control of funds and resources using complex reporting mechanisms, and demonstrated capability in managing multiple tasks of various types and complexity.
  • Experience interfacing effectively with customers and delivering quality products on time and within budget..
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Target salary is $120,000/annually to $180,000/annually commensurate with experience

SECURITY CLEARANCE REQUIREMENTS: Must currently hold an active Secret security clearance. US Citizenship is a requirement for Secret clearance at this location.
