Program Controls Analyst
Job Description
The Program Control Analyst 3 supports program leadership by setting up and executing program control processes, analyzing budgets and schedules to meet project requirements, and driving strong financial performance across assigned contracts. This role develops reports and estimates, reviews risks and action items, maintains program control databases, and ensures compliance with government cost control guidelines and Earned Value Management (EVM) standards. The analyst collaborates closely with finance and program teams to provide clear, data-driven insights that support decision-making and successful contract execution.
Responsibilities
  • Set up and maintain cost control systems to monitor and control costs and schedules on contracts that require a validated cost schedule control system.
  • Analyze program budgets, schedules, and financial performance to ensure alignment with project requirements and organizational objectives.
  • Support audits and reviews requested by programs, customers, and company leadership, including providing fact-finding and negotiation support.
  • Perform detailed financial analysis and prepare reports to ensure contracts remain within negotiated and agreed-upon parameters and government cost control guidelines.
  • Execute Earned Value Management (EVM) tasks, including Work Breakdown Structure (WBS) development, budget baseline creation, and ongoing cost risk analysis and assessment.
  • Develop and maintain visibility reports that clearly communicate cost, schedule, and performance status to stakeholders.
  • Prepare and analyze Estimates at Completion (EAC) to forecast program financial outcomes and identify variances or risks.
  • Support financial reporting and forecasting activities, including revenue support for programs of approximately $30M or more.
  • Apply appropriate financial approaches and controls for various contract types, including firm-fixed-price (FFP), cost-plus, and time-and-materials (T&M) contracts.
  • Maintain and update program control databases and tools to ensure data accuracy and availability for reporting and analysis.
  • Collaborate with program managers, finance, and other stakeholders to address cost, schedule, and risk issues and recommend corrective actions.
  • Perform other program control and financial analysis duties as assigned.

Essential Skills
  • 5-6 years of progressive Program Control Analyst (PCA) or closely related experience, including financial analysis and program control responsibilities.
  • Experience supporting Department of Defense (DoD) program control activities.
  • Proven experience providing revenue support for programs of approximately $30M or more.
  • Demonstrated Earned Value Management (EVM) experience, including EAC development and analysis.
  • Hands-on experience with financial analysis or financial reporting in a government contracting or similar environment.
  • Proficiency with Costpoint, including Costpoint Planning functionality.
  • Proficiency with the Microsoft Office Suite, including strong Excel skills for analysis and reporting.
  • Experience working with various contract types such as firm-fixed-price (FFP), cost-plus, and time-and-materials (T&M).
  • Bachelor's degree with 6+ years of professional experience, or Master's degree with 4+ years of professional experience, or an additional 4+ years of relevant experience in lieu of a degree.
  • Ability to obtain and maintain a government security clearance.
  • U.S. citizenship.
  • Strong analytical, reporting, and problem-solving skills with attention to detail.
  • Ability to communicate financial and program status clearly to both technical and non-technical stakeholders.

Additional Skills & Qualifications
  • Experience using Power BI or similar business intelligence tools for dashboards and data visualization.
  • Prior experience with Deltek tools and integrated program control systems.
  • Background in DOD PCA work, including familiarity with government cost control guidelines and compliance requirements.
  • Experience performing cost risk analysis and assessment in a program environment.
  • Demonstrated ability to build and maintain Work Breakdown Structures (WBS) and budget baselines.
  • Experience preparing and presenting visibility reports for senior leadership and program stakeholders.
  • Interest in contributing to a growing team and organization, with a focus on continuous improvement of program control processes.
  • Preference for candidates located in or near the Washington, DC metro area to facilitate hybrid on-site collaboration.

Work Environment
This position operates in a professional, hybrid work environment. The role is primarily remote, with on-site presence expected Tuesday through Thursday, supporting close collaboration with leadership and program teams. Pay and Benefits
The pay range for this position is $57.70 - $72.12/hr.
