Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

- Experience preparing reports or summaries that document findings, identify issues, and recommend solutions.
- Experience interpreting, policies, procedures or regulations to support evaluations of organizational or program operations.
- Experience presenting findings and recommendations to supervisors or management to support organizational improvement.
EDUCATION: You may substitute education for specialized as follows: A master's or equivalent graduate degree in a related field of study.
OR
Two (2) full years of progressively higher-level graduate education leading a master's degree in a related field of study. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

L.L.B. or J.D., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required.

EDUCATION: You may substitute education for specialized as follows: A Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work.

- Experience applying administrative laws, policies, procedures or regulations to evaluate program operations and recommend improvements or resolve operational issues.
- Experience presenting findings and recommendations to management or stakeholders to support decision-making and implementation of process improvements.
- Experience coordinating with stakeholders or subject matter experts to evaluate business processes, gather requirements or improve administrative or operational practices.
AND
You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. - TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
