Program Analysts and Budget Analysts often work in government or large organizations, but their focus differs. Program Analysts evaluate and improve programs, while Budget Analysts manage financial plans. Both roles require similar educational backgrounds and certifications, making them closely related career paths.
A program analyst is capable of both programming computer languages and analyzing how computer systems work. In this career, you combine these two skills to design and program computer systems that meet the needs of the customers. Your job duties include gathering system requirements, analyzing system functionality, writing programs, and testing the functionality of the software modules. Numerous private sectors and government agencies have program analysts on staff.

To qualify at the GS-11 grade level, you must have:
Specialized Experience:
I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: reviewing and interpreting new and established directives, instructions, regulations and delegations of authority; administering employee awards programs, including budget tracking and auditing; coordinating hiring and retention actions, manpower operations and awards management and/or organizational analysis in a Federal environment.
OR
Education: Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, ,finance, or public administration or other fields related to the position to be filled.. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
