POSITION SUMMARY
AvantGarde, LLC (AG) seeks a Program Analyst to support proposal-based professional services efforts within a federal consulting environment. The Program Analyst IV will provide senior-level analytical, operational, and program management support for complex initiatives and organizational priorities. This position supports operational, administrative, analytical, and strategic initiatives while ensuring professionalism, responsiveness, accuracy, and compliance with applicable federal policies, procedures, and security requirements. Work may be performed onsite within the Washington, DC metropolitan area with potential telework opportunities depending on program and client requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
โ€ข Develop life cycle cost analyses, program evaluations, and operational assessments to support agency efficiency and effectiveness.
โ€ข Evaluate organizational structures, staffing levels, workflows, and administrative procedures to recommend process improvements.
โ€ข Analyze management information requirements and develop reporting systems, data collection methods, and evaluation processes.
โ€ข Research and recommend new business practices, automation tools, and administrative solutions to improve operations.
โ€ข Review proposed legislation, regulations, and policies to determine impact on agency programs and operations.
โ€ข Develop and revise administrative policies, procedures, program goals, and operational guidance.
โ€ข Conduct organizational studies related to productivity, efficiency, staffing, and internal controls.
โ€ข Support the development and implementation of administrative control systems to safeguard agency assets and resources.
โ€ข Review audit findings, investigative reports, and operational assessments to recommend corrective actions and process improvements.
โ€ข Serve as a Subject Matter Expert (SME) for Reasonable Accommodation (RA) matters, providing guidance to employees, applicants, supervisors, and management.
โ€ข Document, track, monitor, and manage assigned reasonable accommodation requests in compliance with applicable laws and regulations.
โ€ข Advise managers on essential job functions, workplace barriers, and accommodation solutions for employees with disabilities.
โ€ข Provide guidance and interpretation regarding employee relations policies, procedures, regulations, and compliance requirements.
โ€ข Support employee and labor relations activities, including conduct and performance actions, grievance matters, and workplace dispute resolution.
โ€ข Assist with disciplinary and adverse action case reviews, documentation analysis, and case strategy support.
โ€ข Support matters involving third-party proceedings, including grievances, arbitration, MSPB, FLRA, and related employee relations activities.
โ€ข Provide consultative support related to benefits administration, work-life programs, and other employee relations initiatives.
โ€ข Prepare reports, summaries, recommendations, and documentation to support leadership decision-making and program operations.
